A RESOLUTON AUTHORIZING THE CITY MANAGER TO ACCEPT EQUIPMENT PURCHASED AT NO COST TO THE CITY FROM FEDERAL EMERGENCY MANAGEMENT AGENCY FUNDS (FEMA) TOTALLING $7,000 FOR PARTICIPATION BY THE DEPARTMENT OF FIRE, RESCUE AND INSPECTION SERVICES IN THE ARSON INFORMATION MANAGEMENT SYSTEM SPONSORED BY FEMA. WHEREAS, Federal Emergency Management Agency (FEMA) funds totalling $7,000 were made available for the use of the Department of Fire, Rescue and Inspection Services to buy equipment for participation in the Arson Information Management System, sponsored by said Agency; and WHEREAS, the System is operational at no cost to the City with all purchased equipment having been donated to the City; and WHEREAS, FEMA and the International Association of Arson Investigators will be allowed to test the System and use it to help develop a national data base from which future efforts to combat arson can be developed; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to accept the equipment purchased at no cost to the City from Federal Emergency Management Agency (FEMA) funds totalling $7,000 for participation by the Department of Fire, Rescue and Inspection Services in the Arson Information management System sponsored by FEMA. Teems, Deputy Chief Acting Director Fire, Rescue and Inspection Services Department C.:•t March 24, 1983 FILE Recommendation for Resolution; Gift for Arson Information System for Commission Approval For City Commission Meeting of April 6, 1983 (1) It is recommended that the attached Resolution reaardinq a fundinq aift from the Federal Emergency Manage- m ment Agency to implement, as part of w a National Project, an Arson Informa- tion Management Svstem be approved. ^' N crn i;: The funding totals $7,000 to be used as seed money to pua chase the necessary equipment for the system (AIMS). AI95 is computer based and designed to collect, organize and — analyze data in order to generate information to improve the effectiveness of the arson prevention and control decision making process. It is an analytical and public management tool. Miami is one of six other cities selec- ted for this project. The $7,000 can be used as needed for the AIMS project. The Miami Fire Department has, thus far, spent all the funds for the following: 1. Equipment (TRS-80 Model #2, Micro -computer; cost $5,666 2. Software and Supplies; cost $1,334 TOTAL $7,000 We have also received administrative and technical assistance to make the system fully operational. There is no charge to the City for those services. Any and all equipment purchased with said funds becomes the property of the City of Miami. The project allows the Federal Emergency Management Agency and the International Association of Arson Investigators to test the system and develop a national data base from which future efforts to combat arson can be developed. It is requested that this Resolution be scheduled on the City Commission meeting of April 6, 1983. 83-323
