HomeMy WebLinkAboutR-83-0316r J-U3-25Q RESOLUTION NO. 83--316 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGPFFVENT WITH METROPOLITAN DADE COUNTY FOR THE PURPOSE OF IMPLEMENTING A PORTION OF DADE COUNTY'S COMMUNITY DEVELOPMENT BLOCK, GRANT PROGRAM DURING THE FIGHTH YEAR FOR CEPTAIN SOCIAL SERVICE AND ECONOMIC DEVELOPMENT ACTIVITIES; AUTHORIZING THE CITY MANAGER TO ACCEPT A TRANSFER OF FUNDS FROM DARE COUNTY IN THE AMOUNT OF $10 4 , 8 3 4 . WHEREAS, Metropolitan Dade County has entered into an agreement with the United States of America for a grant for the execution and implementa- tion of a Community Development Program in certain areas of Dade County, pursuant to Title I of the Housing and Community Development Act of 1974, as amended; and 14HFREAS, the aforementioned grant provides for the implementation of social service and economic development activities during the Eighth Year of the Program: and WHEREAS, Metropolitan Dade County desires to engage the City of Miami to implement selected social service and economic development activities in certain areas within City of Miami boundaries; and WHEREAS, the City of Miarii desires to implement the aforementioned activities during the Eighth Year of the Community Development Program; NOI-1, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to enter into an agreement, in substantially the form attached hereto, with Metropolitan Dade County for the purpose of implementing selected social service and economic development activities within certain areas within the City of Miami boundaries during the Eighth Year of the Community Development Block Grant Program. Section 2. The City Manager is hereby authorized to accept the trans- fer of Dade County Community Development Block Grant Funds in the amount of $$10 4,834 for the aforementioned purpose in the following manner: EIGHTH YEAR 41OUNT NXIE OF PROGRAM AND NSA. City Commission of April 6, 1983 It is recommended that the City Commission approve a resolution authorizing the City Manager to enter into an agreement with Dade County for the purpose of implementing a portion of Dade County's Community Devel- oping Block Grant Program during the Eighth Year for certain social service and economic development activities and authorizing the transfer of County funds for this purpose in the amount of .114,234. The County requested that social service and economic development programs jointly funded by the County and the City be administered by the City. Since the City al- ready has the responsibility for contracting with these agencies for the use of 8th Year Community Development Block Grant Funds, staff agreed to administer the County's share of funding for these proarams in order to facilitate better control of expenditures. The two(2) programs which are affected by this transfer of funds are the Model City Tenant Education Program (T.E.A.M.) and Miami Capital Development, Inc. (M.C.D.I.). During the Eighth Year, T.E.A.M. receives $23,200 from the City and S12,900 from Dade County for a total allocation of $36,100. M.C.D.I. receives $222,000 from the City and $91,934 from Dade County for a total allocation of $313,934. The City will be administering $114,234 of County funds. It should be noted that the City Law Department has reviewed and revised this agree- ment. The attached resolution formalizes the City's acceptance of County funds for the aforementioned purpose.
