A RESOLUTION AUTHORI7,ING AND DIRECTING THE CITY MANAGER TO PROCEED WITH PREPARATION AND SUBMISSION OF AN APPLICATION FOR AN URBAN DEVELOPMENT ACTION GRANT TO THE U.S. DEPART- MENT OF HOUSING AND URBAN DEVELOPMENT FOR DEVELOPMENT OF FIFTY-FIVE UNITS OF SALES HOUSING IN THE OVERTOWN COMMUNITY DEVELOPMENT AREA AND SIX UNITS OF SALES HOUSING IN THE COCONUT GROVE COMMUNITY DEVELOPMENT AREA. WHEREAS, it is recognized that the future growth and stability of the City of Miami's neighborhoods is in major part dependent upon the need to provide new home ownership opportuni- ties for low and moderate income families; and WHEREAS, on September 9, 1982, in accordance with Section 125.38, Florida Statutes, Metropolitan Dade County through its Department of Housing and Urban Development solicited proposals from local Community Development Corporations for the purchase and redevelopment of four parcels in Overtown Community Develop- ment Target Area and six parcels in the Coconut Grove Community Development Target Area, as sales housing; and WHEREAS, proposals were submitted to two Community Develop- ment Corporations: Home and Housing of Dade, Inc., and the Economic Development Corporation of Dade County, Inc.; and WHEREAS, the development of 55 units of sales housing in the Overtown neighborhood and 6 units of sales housing in the Coconut Grove neighborhood has been endorsed by the Overtown Community Development Advisory Board and the Coconut Grove CAA/CED Community Advisory Committee, respectively; and WHEREAS, the proposed total development cost will be approximately $3,000,000, of which a combination of public and private sector funds will be made available; and WHEREAS, the City of Miami has initiated ar. application for $1,500,000 from the U.S. Department of Housing and Urban Develop- ment in the form of an Urban Development Action Grant to be used to provide second mortgages to purchasers of the above mentioned housing; CITY COI`•'iMISSION MEETING OF APR 6 -21983 ��1y 1 i:E MARKS f, ON NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized and directed to proceed with preparation and submission of an application for an Urban Development Action Grant to the U.S. Department of Housing and Urban Development for development of fifty-five units of sales housing in the overtown community development area and six units of sales housing in the Coconut Grove community development area. Gary -E March 25, 1983 FILE City Manager Approval for preparation and submission of an Urban Development Action Dena SpillProgram man, Director Grant/Homeownership Loan Departmenit of Communtiy Development `' "`'' City Commission Agenda April 6, 1983 On September 9, 1982, Metropolitan Dade County's Department of Housing and Urban Development solicited proposals from local non-profit Community Development Corporations for the purchase and redevelopment of four (4) parcels in the Overtown Community Development Target Area and six (6) parcels in the Coconut Grove Development Target Area for housing development. In response, two (2) Community Development Corporations submitted proposals, Home and Housing of Dade, Inc., and the Economic Development Corporation of Dade County, Inc. Public informational meetings were held in both the Overtown and Coconut Grove neighborhoods at which time residents had the opportunity to review proposals from Home and Housing of Dade, Inc., and the Economic Development Corporation of Dade County, Inc. Subsequently, Home and Housing of Dade, Inc., was tentatively selected as developer for forty (40) units of sales housing in the Overtown and Coconut Grove neighborhoods. Economic Development of Dade County, Inc., was similarly designated as the developer of twenty-one (21) units in Overtown. The sales price of the 3-bedroom/2 bath models and 4 bedroom/2 bath models will range in price from $39,900 - $52,000. In an effort to provide the opportunity for low and moderate income families to purchase the planned units and at the request of Dade County HUD, City staff is preparing an application to US HUD for an Urban Development Action Grant. If awarded, the funds will be used to provide second mortgage financing to qualified buyers. The deadline for submission is April 30, 1983. Through a $1,000,000 UDAG awarded in 1978, 44 eligible families have been able to purchase newly constructed homes in three (3) Community Development Target Areas in the same manner. The UDAG funds were used to provide tandem mortgage financing. Amerifirst Federal Savings and Loan Association issued first mortgages and the UDAG funds were used as second mortgages. Amerifirst has tentatively agreed to again make available first mortgage financing. 83--291 City staff has recently been advised by Dade County HUD that in order for the project to be carried out, site improvements to the various parcels will have to be completed. Staff is currently exploring the feasibility of CDBG cost -sharing with Dade County in order to fund these improvements. Preliminary estimates indicate that approximately $700,000 will be needed. Formal submission of the UDAG application will be subject to resolution of this matter and final approval by the Dade County Commission. Total project cost is approximately $3,000,000. The project will provide approximately 75-100 construction jobs during the development phase. The project developers have made a firm commitment to adhere to the City's Affirmative Action hiring guidelines, targeting at least 20% of the construction jobs to minorities. City Commission approval for the preparation and submission of an Urban Development Action Grant to the U.S. Department of Housing and Urban Development is recommended. 83--291
