WHEREAS, the Miami Planning Advisory 1.3oard at its meeting of February 16, 1983 Item No. 2., following an advertised hearinq, adopted Resolution No. PAB 20-83 by a 5 to 0 vote, RFCOMMENDING APPROVAL of applying the HC-1: GENERAL 1,1SF HERITAGF CONSERVATION OVERLAY DISTRICT to subject property, as hereinafter set forth; and WHEREAS, the City Commission after careful consideration of this matter deems it advisable and in the best interest of the general welfare of the City of Miami and its inhabitants to grant this application as hereinafter set forth; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Ordinance No. 9500, adopted September 23, 1982, as amended, the Zoninq Ordinance of the City of Miami, Florida, is hereby amended by applying the HC-1: GENERAL USE HERITAGE CONSERVATION OVERLAY DISTRICT to "THE VARIFTY SHOP/THE' GREAT A & P TEA CO.," located at 3033-35 Grand Avenue, more particularly described as, beqinninq 167 feet west of the A southeast corner of Block 14, north 221 feet, west 55 feet, south 221 feet, east 55 feet to the point of beginning and Tract A less Tract B, of the plat of EDWARD PENT HOMESTEAD, as recorded in Plat Book A at Page 45, of the Puhlic Records of Dade County, Florida; further, the City Commission finds that the subject property embodies appropriately distinauishinq characteristics of an architectur_-al style, period, or n�r�thod of construction to warrant the herein zcti.on; further_, the Zoninq Atlas, i.ncornorated in said Ordinance, by reference and description in Article 3, Section 300, thereof, is horebv ainende(l to reflect the herein 7lsci�ICT. Section 2. All. ordinances, c()de sections or parts thereof- in conflict herewith are her_ebv repealed insofar as they are in conflict. Section 3. Should any part or provision of this ordi- nance be declared by a Court of competent jurisdiction to be invalid, the same shall not affect the validity of the Ordinance as a whole. The Planning Advisory Board, at its meeting of February 16, 1983, Item 2, following an advertised hearing, adopted Resolution PAB 20-83 recommending approval of the above petition with a 5 to 0 vote on the above .site as described in the designation report. An ORDINANCE to provide for the application of this Overlay District has been prepared by the City Attorney's Office and submitted for consideration of the City Commission. Consideration of recomendations concerning amendments to the Zoning Map of Ordinance 9500, effective May 1, 1983, Zoning Ordinance of the City of Miami, Florida, to apply Section 1610. HC-l: GENERAL USE HERITAGE CONSERViATION OVERLAY DISTRICT to The Variety Shop/The Great A & P Tea Co. (a.k.a. I Ching Building), 3033-35 Grand Avenue, as described in the designation report. REQUEST: To apply the proposed HC-1 overlay to this historic site, as described in the attached designation report. BACKGROUND: The subject property was included among 15 historic sites pre- viously designated under the City of Miami's Interim Heritage Conservation Zoning District ordinance. Redevelopment plans were approved in September, 1932, by the Urban Develonment Review Board, including restoration of the facade, remodeling of the interior for shops and offices, and construction of an addition to the rear of the building. The oroject received a FAR .25 historic preservation bonus through the existing C-2A regulations. ANALYSIS: On January 25, 1923, the newly established Heritage Conservation Board held a public hearing, and determined that the subject property meets the following criteria for historic site designation: 5. Embodies those distinguishing characteristics of an architectural style, or period, or method of construction. - This building is a fine example of masonry vernacular com- mercial architecture in Dade County during the 1920's and is especially noteworthy for its first story arcade and applied decoration. 7. Contains elements of design, detail, materials, or craftsmanship of _outstaridinq duality or_rvhich represent a significant innova- tion or adaptation to the South Florida environment — This building is the only remaining structure in downtown Coconut Grove with a first story arcade. This feature is a significant adaptation to the South Florida climate and was once typical on commercial buildings. The PAB need not reconsider the issue of historic designation criteria; however, it should consider the appropriateness of the proposed HC-1 zoning overlay as compared to any other "HC" regula- tions that could be created for the subject property.
