Section 1. 0rdiiiar.ce No. 687i, as a„mendecl, the Com-
prehensive Zoning Ordinance for the City of Miami, be and same is
hereby amended by chan(3ing the zoning classification of NEV,
BISCAYNE AMD (S-16), the Northerly 22U' of Lets 3 and 4, Mock
46, being at approximately 2ti29-2645 South Bayshore Drive from
R-4 (I✓edium Density Multiple Dwelling) to I:-C (Residential
Of f. ice) , subject to the attached covenant proffered voluntarily
by the owner, which covenant the City Commission accepts, and by
making all the necessary r_hanyes in the Toning di.strict map made
a part of said Ordinance 6671, by reference and description
in Article III, Section 2, thereof, by repealing all Ordinances,
Code Sections, or parts thereof_ in conf: 1 ict, and containing a
severaui.lity clause.

Section 2. That all Ordinances, Code Sections, or
parts thereof in conflict herewith be and the same are hereby
repealed insofar as they are in conflict.
Section 3. Should any part or provision of this Or-
dinance be declared by a court of competent ,jurisdiction to be
invalid, the same shall not affect the validity of the Ordinance
as a whole.

WHEREAS, Owner, for herself, her heirs,
successors, grantees and assigns, has filed an application
with the City of Miami for a change of zoning classification

RECCE'.'• ENDATIONS
PLANNING DEPT. DENIAL. The Planning Department recommends
denial based on the following reasons:
1) It is contrary to the City of Miami Master
plan;
2) Would place high density R-C across the
street from low density R-2, thus removing
the existing residential buffer.
3) Would be a serious precedent for rezoning
the entire R-4 district in the area to R-C.
(This is the only moderate intensity apartment
district in Coconut Grove);
4) Would create additional traffic congestion on
Tigertail;
5) There is'nt a need for additional R-C Zoning
in the area.
6) This property is different from that at the
corner of 27th Avenue and Tigertail. The gas
station on the north side of Tigertail was
denied a change to R-C for reasons similar to
those stated above, while the property to the
south of Tigertail lies further to the west
and relates more to 27th Avenue.

PUBLIC WORKS The proposed zoning change does not significantly
increase the sanitary sewer flow. However, the
continued expansion of this zoning would effect
sanitary flow and the sanitary sewer system
would have to be upgraded.

Aviation and 27th Avenue to R-C, the following factors apply:
- Bayshore Drive currently carries in excess of 20,000 vehicles
per average weekday.
- Southbound traffic on Bayshore Drive averages over 1,240
vehicles per peak hour.
- The Bayshore Drive;/27th Avenue intersection is currently
operating at 104 of capacity at a le%el of service C, for
southbound traffic during the P•l peak period.
- The following sites, (see attached map), if developed as
office use, will add the followinc; number of vehicles to
Bayshore Drive traffic:

faced with increasing con::estion and dela%�s at the 27th Avenue inter-
- secticn. S,.hile tra fic volumes on the Eayshore corridor will continue
to increase as additional office develop-,ent occurs in Brickell and
Downtown, the constricted two lane cross-section fo Bayshore Drive
at I,Iercy hospital places a limitation on the amount of traffic
increase that %..ill naturally occur, iic,:e,er, as the !-a•;shore Drive
R-C district con;:.letes its transition fro,,, residential to office
use, sicnifi.cant increases in rush hour traffic will be adder: to
Bayshore Drive, With no additional zoninc; chances and no increases
in FAR in the R-C district, it can be e::,rected that current rush
hour traffic tTolumes on Bayshore Drive will double with full office
development of the R-C district.
The proposed zoning change from R-4 to R-C, if e.xtended the lencith
of Tigertail, would add another 500 vehciles (an al,;iost 50 growth
factor) to the present over -capacity situation.
Given the current traffic congestion on Bayshore Drive, and the
inevitable increase in congestion with new office dovelcp•.ent new
planned, it is recommended that no further zoninc, chan�--:es fro:: R-4
to R-C be permitted as the only c•ray of proventing further deterior-
ation in the level of service provided by Bayshcre Drive.
