This is a petition to appear in front of the Commissioner's
meeting on May 12, 1983.
The subject that I will like to bring up to their attention
is the recent decision of the City of Miami to offer loans
to homeowners in selected areas of Miami, ie. Little Havana,
etc. at the low rates of 1 to 9 interest. I have just boui,ht
a home two blocks out of the area above men`.ioned any? due to
that I do not qualify, hog;e:er I believe that homec:;ners in r;y
neighborhood need the help of loans such as these offered by
the city of I'iami to homeowners in other areas.

This is a pretty good neighborhood with many old houses that
could use a lift -up. Mine is included in the group of those
that need extensive repair and I will have a very hard time in
accomplishing it if I have to pay the high interest rates avail-
able at banking institutions now.

Ms. Diana Schillaci has asked to appear before the City Commission on May 12,
1983. Ms. Schillaci is concerned that she is unable to obtain a home impro-
vement loan through the City's single family housing rehabilitation loan program
as her home is located outside program area boundaries.
When the City's CDBG funded Great Neighborhood Housing Rehabilitation Loan
Program was initiated in 1979, federal regulations required that the program
be carried out in small, well defined geographic areas of predominately low
and moderate income residents. The City Planning Department identified five
neighborhoods meeting federal criteria, Buena Vista, King Heights, Wynwood,
Coconut Grove and Allapattah.
Beginning July 1, 1983, the program area boundaries will be expanded further to
include all the City's Community Development Target Areas. However, Ms.Schallaci
still will not be able to obtain a loan as she does not live within a CD Target
Area.
The City Commission has the authority to further expand the area of program
eligibility or to authorizealoan to a specific person, should such action be
deemed as appropriate to the achievement of the City's Community Development
goals.
However, this would be a deviation of the city's long standing policy to expend
CD funds exclusively within the identified CD Target Areas. Further, during
this year's CD planning process, target area representatives were informed that
rehab monies would be only available within the various target areas.
During the four years the program has been in operation, many homeowners
outside the program boundaries have been denied access to home improvement loans.
If an exception is made for Ms. Schillaci,consideration must be given to others
in the same situations.
