ORDINANCE; NO. 9 C I J
AN ORDINANCE AMENDING SECTION 2-88 OF THE
CODE OF THE CITY OF MIAMI, FLORIDA, AS
AMENDED, WHICH ESTABLISHED FEES FOR
EXTRAORDINARY SERVICES IN CONNECTION WITH
REPRODUCTION OF RECORDS, PLANS AND MAPS,
INCLUDING THOSE ON MICROFILM, OF THE
FIRE, RESCUE AND INSPECTION SERVICES
DEPARTMENT, BY INCREASING SAID FEES TO
COVER THE INCREASED OPERATIONAL COST;
CONTAINING A REPEALER PROVISION, A
SEVERABILITY CLAUSE AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City of Miami Pire, Rescue and Inspection
Services Deoartment, Building and Zoning Division, is
required to spend significant amounts of time searching
records when requested by the general public and either
conveying the information found verbally, or allowing the
person to view the records, or reproducing the records for
the person seeking the information; and
WHEREAS, The City Manager recommends that fees be
increased to compensate the City for the cost involved in
making this service available to the public;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. Section 2-88 of the Code of the City of
Miami, Florida, as amended, is hereby further amended in the
following particulars:l

"Sec. 2-88. Fees for extraordinary services in
connection with reproduction of
records, plans and maps, including
those on microfilm.
A fee is hereby established for furnishing
services in connection with the reproduction of
records, plans and maps, including those on
microfilm of the fire, rescue and inspection
services department as follows:
Words and/or figures stricken through shall be deleted.
Underscored words and/or figures shall be added. Remaining
provisions are now in effect and remain unchanged.

Section 2. All ordinances or parts of ordinances in
conflict herewith, insofar as they are in conflict, are
hereby repealed.
Section 3. If any section, part of section, paragraph,
clause, phrase, or word of this ordinance is declared
invalid, the remaining provisions of this ordinance shall not
be affected
Section 4. This ordinance shall become effective
on , 1983.

I RECOMMEND THAT THE ATTACHED PROPOSED ORDINANCE
AME'�1i DING SECTION 2-88 OF THE CITY OF MIA,1I CODE
BE ADOPTED WHICH INCREASES FEES FOR SEARCH OF
DEPAJM�ENT RECORDS AND REPRODUCTION OF SAID RECORDS.
Fees for the search of Department records have not been increased since October of
1978. Since then costs have increased due to increase in salaries, cost of supplies
and maintenance of reproduction equipment and microfilm equipment. We are proposing
an increase of approximately 20% which should cover the increase in operational cost.
Revenue collected for this service, for fiscal year 81-82 was $8,023.00. For this
fiscal year 82-83, as of the end of February an amount of $5,623.00 has been col-
lected. If this trend continues for the remainder of this fiscal year, we may expect
a total revenue of approximately $13,500.00.
Our cost for personnel and equipment for a year is approximately $56,000.00. Raising
the fees as proposed will result in a total revenue for the year of approximately
$16,000.00. This will not cover the entire cost, however, the services rendered by
this microfilm and records sections are also utilized to a great extent by this De-
partment and other City Departments. We are also mandated by State and County laws
to maintain records of all building activity.
We therefore recommend at this time that this increase of approximately 20% be approved
to cover some of the increase in operational cost since 1978.

The City ConTnission requested more information in conjunction with approval of
items 29 and 30 on the April 6, 1983 agenda. The follaving is provided to meet
that request.
Item 29 - Increases fees for search and reproduction of Department records for the
public.
The primary duty of personnel assigned to the records section is to maintain
records of all building activity as mandated by State and County laws. These
records are used daily by other City Departments such as Planning, Public
Works, Planning and Zoning Boards Administration and the City Attorney. Opera-
ting costs for this function in personnel and equipment is approximately
$56,000 per year.
The fee increase is intended to recoup the material costs and a portion of these
employees' time that removes them from their primary duties and is a service to
the general public. This increase will produce an estimated additional revenue
of $2,500. Total projected annual revenue (including this increase) for search
and reproduction of records is $16,000.
Item 30 - Increases fees for inspection of elevators and other lifting devices.
Until a recent change in State Statutes, fees for this service were controlled
by the State of Florida. The recent change allows municipalities to increase
fees to cover actual operating costs.
With the approximately 20% increase in fees approved by this item, revenues
for this service for fiscal year 83-84 is estimated to be $136,000. 'Three
inspectors and a portion of Secretary II's salary including fringe benefit
requires an operating cost of $120,000 adding administrative costs and a por-
tion of permits and records personnel time to this function (approximately
_ $16,000) brings the actual costs in line with the estimated annual revenue of
$136,000.
