WHEREAS. the Citv Commission adopted Ordinance No. g719 on October 26,
1977 establishing resources and appropriations for grant funds anticipated by the
City of N'iarni and for corresponding Cite matching funds: and
WHEREAS, the State of Florida has offered to the City of ti'iami the sum of
$23,520 from the State of Florida Law Enforcement Training Trust Fund, for the
purpose of providing street police officers, supervisors and command officers with
practical skills in recognizing and effectively reducing job stress by conducting
Stress Control Training courses for police officers in Region XIV, %which is made up
of all State law enforcement agencies and certified training centers in Dade and
Monroe Counties: and
WHEREAS, the award was based on a proposal submitted by the Viami Police
nepartment to the Police Standards and Training Commission, nivision of
Standards and Training, on June 30, 1982 via the Region XIV Training Council; and
;C'HFRFAS, the Stress Control courses will be conducted in the ^.liami Police
Department, a certified State training center, beginning October 12, 1982 with
_ police officers in nade and Monroe Counties attending a total of seven (7), forty 40
hour Stress Control training sessions through June 30, 1983;
NOW, THERFFORE, BE IT ORDAINED RY THE COMMISSION OF THE CITY

Section 2. The herein entrusted agency fund is established for the purpose of
providing the monies necessary to contract for professional services in order to
conduct seven (7) forty (40) hour Stress Control Training Courses for law
enforcement officers within Region XIV.
Section 3. All ordinances or parts of ordinances insofar as they are
inconsistent or in conflict with the provisions of this ordinance are hereby
repealed.
Section 4. If any section, part of section, paragraph, clause, phrase or word
of this ordinance is declared invalid, the remaining provisions of this ordinance
shall not be affected.
Section 5. This ordinance is hereby declared to be an emergency measure on
the grounds of urgent public need for the preservation of peace, health, safety, and
property of the City of Miami, and upon the further ground of the necessity to
snake the required and necessary payments to its employees and officers, payment
of its contracts, payment of interest and principal on its debts, necessary and
required purchases of goods and supplies, and to generally carry on the functions
and duties of its municipal affairs.

"It is requested that the City Commission
approve an emergency ordinance amending
Section 1 of Ordinance No. 8719 adopted
on October 26, 1977, a summary grant
appropriations ordinance, by establishing
a new trust and agency fund entitled:_
"Stress Control Training Courses for
Police Officers in Region XIV", and
appropriating funds for the operation of
same in the amount of $23,520; containing
a repealer provision and a severability
clause per the attached emergency ordin-
ance".
The State of Florida has offered the City of Miami the sum of
—� $23,520 from the State of Florida Law Enforcement Training Trust
Fund for the purpose of providing street police officers, super-
visors and command staff with practical skills in recognizing and
_ effectively reducing job stress through Stress Control Training
Courses for police officers in Region XIV which encompasses Dade
and Monroe Counties.
The Miami Police Department developed this course and has offered
it to all law enforcement officers in Dade and Monroe Counties for
the last several years. This course is well attended, widely acclaim-
ed and is has always been funded by the State of Florida.
Attached please find an emergency ordinance which will allow for the
incorporation of this program and its funding ($23,520) under the
existing Ordinance No. 8719 which was adopted in October of 1977.
This action by the City Commission will make it possible for the City
of Miami Police Department to offer 7 forty hour Stress Control Train-
ing Courses by Valle/Axelberd Associates, Inc.
. The City Commission authorized the City Manager to enter into a pro-
fessional services contract with Valle/Axelberd Associates, Inc.,
for the services specified above, through Resolution No. 83-113
approved on February 10, 1983.
