the Annual Appropriations Ordinance for fiscal year end inc September- 30, 1983,
is hereby further amended in the following particulars: I/

Section 2. The herein appropriation of S70,0UO tor, the City Clerk's Office
is for the purpose of providing funding to meet t1•,f_ increased advertising
requirements mandated by Citv Commi!�Jnn action and legal opinions issued by the
City Attorney relating to ttie advertising of ordinances. The funding needed to
accomplish same is available from Special Prngrams and Accounts Contingent Fund.

Section 5. This ordinance is hereby declared to be an emergence measure on
the grounds of urgent public need Q r the preservation of peace, health, safety
and property o1- the City of Miami, and upon the ground of the necessity
to mak the required and necessary Payments to its employees and oft'icers,
payrient of its contracts, payment of interest and principal on its debts,
necessary and required purchases of goods dnd supplies, and to generally carry
on the functions and duties of its municipal atfairs.
Section 6. The requirement of reading this ordinance on two separate days
is hereby dispensed with by a vote of not less than four -fifths of the members
of the Commission.

Amendment to Annual
Appropriation Ordinance
No. 9502
It is recommended that the Annual Appropriation
Ordinance be further amended to increase the
appropriation of the City Clerk's Office in the
amount of $70,000. This increase is requested for
the purpose of funding increased advertising
requirements mandated by City Commission action
and legal opinions issued by the City Attorney
relating to the advertising of Ordinances.
Funding in a like amount is available from Special
Programs and Accounts Contingent Fund.
The advertising expenditure in the City Clerk's Office is currently running over
budget due to the following:
1. The City Attorney issued a legal opinion which the City Commission
agreed with whereby all ordinances passed on first reading would
be subsequently advertised in the Miami Review seven days prior
to the second and final reading.
2. The City Commission also added the newspaper 'El Mundo' to its
advertising list for ordinances and general circulation adver-
tisements.
It is estimated that these additional advertising requirements
will cost the City Clerk's Office $70,000 over the remainder of
fiscal year 1983.
This proposed ordinance is prepared for ,the May 10, 1983 City Commission
Meeting.
