A RESOLUTION APPOINTING 10 MEMBERS TO THE SOUTH
FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM -
PRIVATE INDUSTRY COUNCIL UNDER THE PROVISIONS
OF THE JOB TRAINING PARTNERSHIP ACT.
WHEREAS, the Job Training Partnership Act (JTPA) of 1_982 has re-
placed the Comprehensive Employment and Training Act (CETA); and
IgHEREAS, the JTPA requires local elected officials to appoint
individuals to a Private Industry Council for fixed and staggered terms;
and
IVHEREAS, the City of Miami Commission, through Resolution No. 83-72,
approved the procedures for establishing a local Private Industry Council
to be designated South Florida Employment and Training Consortium -
Private Industry Council (SFETC - PIC); and
WHEREAS, 121 nominations for the SFETC - PIC have been submitted
by duly authorized organizations; and
11HEREAS, the aforementioned procedures for establishing the
SFETC - PIC call for the City of Miami to appoint 10 of the 49 members
of the SFETC - PIC;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The following individuals are hereby designated for
appointment to the South Florida Employment and Training Consortium -
Private Industry Council (SFETC - PIC) under the provisions of the
Job Training Partnership Act:

2. Eduardo Padron
3. Joseph Middlebrooks
4. Jack McLaughlin
5. Al Guilford
6. Melvin Chaves
7. Alberto Quirantes
8. William Alexander
9. Willie Logan

for a term to expire June 30, 1984

Section 2. These appointments will become final upon ratification
by the Board of the South Florida Employment and Training Consortium and

Section 3. The City Manager is hereby authorized to execute an
Addendum to the Agreement on the Process for Establishing the SFETC -
PIC approving the appointment of seats for fixed and staggered terms.

WHEREAS, the Job Training Partnership Act (JTPA) of 1982 has replac4a

Comprehensive Employment and Training Act (CETA)i and
WHEREAS, the South Florida Employment and Training Consortium meets the
requirements for automatic designation as a Service Delivery Area under the
Job Training Partnership Act; and
WHEREAS, the Job Training Partnership Act requires that each Service De-
livery Area have a Private Industry Council (PIC) with a majority of its members
representing the private sector; and
WHEREAS, the members of the Private Industry Council must be appointed by
the chief elected officials of the Service Delivery Area from nominations submit-
ted by general purpose business organizations and other appropriate groupsi and
WHEREAS, the South Florida Employment and Training Consortium has developed
a Position Paper on the procedures for establishing a local Private Industry Coungll
(SFETC - PIC)I
NOW, THEREFORE, BE IT RESOLVED BY THE COM9MISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The Position Paper of the South Florida Employment and Training
Consortium entitled "Process for Establishing the South Florida Employment and
Training Consortium - Private Industry Council to be Appointed under the Provisions
of the Job Training Partnership Act" is hereby approved for implementation.
Section 2. The City Manager is hereby authorised to enter into an agreement
with the members of the South Florida Employment and Training Consortium for the
implementation of the procedures contained in the aforementioned Position Paper.

It is recommended that the City Commission
make 10 appointments to the South Florida
Employment and Training Consortium - Private
Industry Council, per the attached Resolution.
On January 13, 1983 the City Commission adopted Resolution No. 83-72
(copy attached) approving the Position Paper of the South Florida
Employment and Training Consortium on the procedures for establishing
the South Florida Employment and Training Consortium - Private Indus-
try Council (SFETC-PIC) under the provisions of the Job Training
Partnership Act. Subsequently, the Consortium's staff coordinated
the nominations process and prepared a recommended distribution of
seats amono the members.
Since the nominations process has now been concluded, the Consortium
has forwarded the names of all nominees to the SFETC's elected offi-
cials for selection. A complete package for you and each Commission
member has been previously submitted to your office.
The City_ of Miami is to make appointments to 10 of the 49 seats in the
SFETC - PIC. The 10 appointments are to be made in the following cate-
gories:
Private Sector
Services/Health - 1
Services/Other - 1
Manufacturing - 1
Retail Trade - 1
Transportation & Utilities - 1
Construction - 1
Public Sector
Community Based Organizations - 2
Economic Development - 1
Education - 1
In accordance with the legislatipn, the appointments must be made for
fixed and staggered terms. The,Consortium recommends that one-third
of the members be appointed through 6/30/84, one-third through 6/30/85
and one-third through 6/30/86. The recommended distribution for the
City of Miami appointments is asxfollows:

To facilitate the selection process, we have listed all the Dade County
nominees in the above categories alphabetically by category. Next to
each name we have indicated the page number in the Consortium's package
that shows the nominee's data sheet. This information has been placed
on top of the Consortium's package.
It is crucial that this matter be dealt with at the City Commission
meeting scheduled for May 12, 1983. The reason for this is that the
Governor's deadline for local elected officials to make Private Indus-
try Council appointments is May 20, 1983. If we do not meet this
deadline the Governor may make the appointments himself.

The City Commission appointed 10 individuals to the South Florida Em-
ployment and Training Consortium - Private Industry Council at the
Commission Meeting of May 12, 1983 (Item #75). The Job Training Part-
nership Act requires that these appointments be for fixed and staggered
terms. The Commission designated the City Manager to determine at ran-
dom the terms of each of the 10 appointees. The Manager, in turn, del-
egated that task to me.
The terms of the appointees were determined as follows. The name of
each appointee was written on a slip of paper and folded. The year of
expiration of each term (3 in 1984, 4 in 1985 and 3 in 1986) was written
on a slip of paper and folded. The 10 slips of paper with the names
were placed in a container. The 10 slips of paper with the terms were
placed in another container.
Frank Rodriguez, of my staff, then drew one name slip followed by one
term slip. The term assigned to each appointee was determined by the
term slip drawn after the appointee's name. This process was repeated
10 times until all the slips of paper in both containers were drawn.
The order in which the names and their terms were drawn are shown below.
