A RESOLUTION WAIVING THE REQUIREMENTS FOR FORMAL SEALED BIDS FOR FURNISHING AN AUTOMATED DRAFTING AND DESIGN SYSTEM FOR THE DEPARTMENT OF PUBLIC WORKS; FURTHER AUTHORIZING THE PURCHASE FROM HOLGUIN AND ASSOCIATES AND HEWLETT-PACKARD AT A TOTAL PROPOSED COST OF $175,000; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE PURCHASING AGENT TO ISSUE PURCHASE ORDERS FOR THIS EQUIPMENT; FURTHER PROVIDING FOR THR ADOPTION OF THE FINDINGS AND CONCLUSIONS SET FORTH IN THE PREAMBLE OF THIS RESOLUTION BY A TWO-THIRDS VOTE OF THE MEMBERS OF THE COMMISSION. WHEREAS, the City Commission has requested the Department of Public Works to expedite the construction of the City's sanitary sewer system and to maintain its schedules for highway and storm sewer construction; and WHEREAS, the Directors of the Department of Public Works and the Department of Computers have determined that Holguin and Associates, in conjunction with Hewlett-Packard, have developed an affordable, high performance, turnkey, computer assisted drafting and design system, and a civil engineering design and automated drafting system; and WHEREAS, these systems will provide the City with the required tools to comply with the request of the Commission at a 'nigh return on investment; and WHEREAS the City Manager has made a written finding that the use of the competitive sealed bidding method for the award of the herein procurement contract is not practicable or advantageous, due to the fact that the above -mentioned system provides the best combination found in ease of training, professional support, and hardware maintenance, as P well as state-of-the-art technology in the field; and WHEREAS, the City Commission, after a properly advertised public hearing, accepts and ratifies the City Manager's above finding; and CITY COMMISSION ME::TIN10 OF 19AY 12� 1983 i:'SU.UUJ.1 i„ C'3-393 F E tit.•.•^•.IZ K S WHEREAS, the Capital Improvements Appropriations, Ordinance No. 9535, as amended, was passed on December 9, 1982, and monies are available from the "Computer Assisted Drafting and Design System" account, as set forth under Section IX.C.i.8 of said ordinance; and WHEREAS, there exists the Hillsborough County Agreement, whereby any municipal or governmental subdivision within the State of. Florida is entitled to discounts of up to 20 percent in purchase prices of products available from Hewlett-Packard; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The findings set Forth in the preamble to this Resolution are hereby adopted as if fully set forth in this Section. Section 2. The requirement for formal competitive sealed bids for furnishing a computer assisted drafting and design system for the Department of Public Works is hereby waived by a two-thirds vote of the members of the City Commission, and the purchase from the following two suppliers, at a proposed cost of $175,000, is hereby approved, with funds therefor hereby allocated from the account entitled "Computer Assisted drafting and Design System": Estimated Amount Hewlett-Packard $1500000 Holguin and Associates $ 25,000 Section 3. ID 20 DATE April 22, 1983 FILE SU9:E::* Resolution for Direct Purchase of Computer Assisted Drafting and �EFEREti,Es Design System E'•CLO�URE-E (For Commission Meet'i.ng of May 12, 1983) The Department of Public Works recommends the adoption of the attached resolution waiving the requirement for formal sealed bids for furnishing an automated drafting and design system to said department; authorizing the purchase from Holguin and Associates and Hewlett-Packard at a total estimated cost of $175,000; and authorizing the City Manager and the Purchasing Agent to issue the purchase order. The City Commission has instructed the Department of Public Works to expedite the construction of the City's sanitary sewer system, and to maintain its schedules for highway and storm sewer construction. This Department, however, has experienced a 41 percent reduction in personnel within the past ten years. Two years ago, the Public Works Department began an investi- gation into the possibility of acquiring a computer system to aid in design and drafting operations. It was found that Holguin and Associates, a computer research firm, has developed a program which will provide the necessary tools to comply with the Commission's instructions. The computer programs from Holguin and Associates, available in part through Hewlett-Packard, and the Hewlett-Packard hardware, on which these programs are designed to run, provide the best combination of ease of training, professional support, hardware maintenance, and state-of-the-art technology. They also provide a high return on investment through improved output and reduced operating costs. Page 1 of 2 83-393 46 Howard V. Gary April 22, 1983 Hewlett-Packard has signed an agreement with Hillsborough County, which provides up to 20 percent discounts to any governmental subdivision in the State of Florida. This includes much of the proposed programing from Holguin and Associates, which is available through Hewlett-Packard. Additional programing from Holguin and Associates is being proposed, which runs only on Hewlett-Packard equipment. Several counties and cities in the State are presently taking advantage of this agreement, including the City of Miami Beach. An additional advantage of the proposed direct purchase is the fact that the City of Miami would be dealing with only two vendors. This will greatly simplify procedures regarding maintenance and support of the system. The total estimated cost is $175,000. The City Commission, by adopting Ordinance No. 9588 on April 6, 1983, amended the Capital Improvements Appropriations Ordinance - No. 9534; funds were made available from the "Computer Assisted Drafting and Design System account, as set forth under Section IX.C.i.8 of said Ordinance No. 9534, to cover the cost of the proposed system.
