HomeMy WebLinkAboutR-83-03926 0 J-93-326 rr RESOFjUTiON NO. kj%_ A- A RESOLUTION WAIVING T14E REQUIREMENT FOR FORMAL SEALED BIDS AND AUTHORIZING THE PURCHASE IN THE OPEN MARKET OF MAJOR COLLISION DAMAGE REPAIRS TO CITY VEHICLES FOR THE DEPARTMENTS OF BUILDING AND VEHICLE MAINTENANCE AND FIRE, RESCUE AND INSPECTION SERVICES AT A TOTAL ESTIMATED ANNUAL COST OF $100,000; ALLOCATING FUNDS THEREFOR FROM THE SELF-INSURANCE TRUST POND; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE PURCHASING AGENT TO ISSUE PURCHASE ORDERS FOR 'THIS SERVICE; FURTHER PROVIDING FOR THE ADOPTION OF THE FINDINGS AND CONCLUSIONS SET FORTH IN THE PREAMBLE OF THIS RESOLUTION BY A 'TWO-THIRDS VOTE OF THE MEMBERS OF THE COMMISSION. WHEREAS, City of Miami vehicles which are damaged by collision need to be repaired and returned to service as soon as Possible; and WHEREAS, competitive sealed biddin-g procedures are not practicable in that the extent of damage or total repair cost resulting from a serious acci(ient is not always determinable in advance; and WHEREAS, the Departments of Building and Vehicle Maintenance and Fire, Rescue and Inspection Services have determined that it is most advantageous to obtain vehicle collision damage repairs in the open market; and WHEREAS, the City Manager has also made a written finding that the use of the competitive sealed bidding method for the award of the herein procurement contract is not practicable or advantageous due to the volume and time factor involved in the immediate repair and return to service of damaged vehicles to using departments; and WHEREAS, the City Commission, after a properly advertised public hearing, accepts and ratifies the City Manager's above finding by a two-thirds vote of its membership; and CITY C0111,4:9I5S'.ON OF !,,AY 12 1993 0 4 WHEREAS, the Purchasing Agent will obtain at least 3 written estimates for each such repair; and WHEREAS, fends are available for these repairs in the Self -Insurance Trust Fund; NOW, THEREFORE, RE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The findings and conclusions set forth in the preamble to this Resolution are hereby adopted as if fully set forth in this Section. Section 2. The requirement for formal sealed bids for 1/ major collision damage repairs to city vehicles for the Departments of Building and Vehicle Maintenance and Fire, Rescue and Inspection Services is hereby waived, and the purchase of such repairs in the open market at a total estimated annual cost of $100,000 is hereby authorized with funds therefor hereby allocated from the Self -Insurance Trust Fund. Section 3. The City Manager is hereby authorized to instruct the Purchasing Agent to issue Purchase Orders for this service. Section 4. The requirement of City Code Section 18-52.1 for obtaining competitive sealed bids herein is hereby waived by a two -third vote of the members of this Commission. N GL C E,Uk ES Resolution It is recommended that a resolution be passed waiving the requirements of formal sealed bids and authorizing the purchase, on the open market, of major damage repairs to City vehicles, at an estimated total cost of $100,000.00. While most of the vehicular body and paint repairs are made in- house, it has become necessary for the past two years to con- tract out a sizeable portion of this type work in order to make vehicles available to using departments. It is not practical nor expeditious to accomplish this through the formal bidding process. The collision damage within the Department of Police has increased approximately 50% over the past two years. This has been in relationship to the addition of new and additional vehicles to accommodate additional police officers. Brice, Chief RLi tF,N ES Director of Fire,,Rescue and Inspection Services Department (l) Current procedure for repairing collision damage to fire apparatus is very lengthy and often requires soliciting of sealed bids and Commission action before work can begin. This procedure has caused emergency fire appara- tus to be out of service for more than six months. We have met with the Purchasing Agent and agree that it is most advantageous to obtain vehicle damage repairs in the Open Market under provisions contained in the City Code Sec. 18-52.1.
