State Long distance Communication System (SUNCOM); and
WHEREAS, the City of ;Miami was qualified as one of the three cities
in the State as eligible to join the State "SUNCOi`I" network; and
WIIL•'REAS, the STATE by participating in the network, of Florida (STATE)
shall provide to the City of Miami (CITY) accessibility to the present State Loni,
Distance Communications System, or any future long distance system, as requested
by the CITY and as provided by the STATE; and
WHEREAS, all lines not restricted by the CITY shall have access to the
State Long Distance Communications System; and
WHEREAS, charges shall be paid to the STATE by the CITY for this service
and shall be based upon the CITY'S prorated share of the system usage and shall
cover administrative costs as well as system utilization and shall be consistent
with the charges and services provided to participating state agencies; and
WHEREAS, the STATE, as well as the CITY will be required to provide a
minimum of 30 days' written notice to the other party prior to termination of
service; and
WHEREAS, the City of Miami shall pay $1,200 for all connection charges,
service charges, and the cost of additional equipment required to connect that
municipality to the State Long Distance Communications System; and

progress in developing State -Municipality working relationships; and
WHEREAS, the City Commission, after a properly advertised public hear-
ing, accepts and ratifies the City Manager's above finding;
NOW, THEREFORE:, BE IT RE.SOLVIED BY THE CO%D11ISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The findings and conclusions set forth in the preamble to this
Resolution are hereby adopted as if fully set forth in this Section.
Section 2. The requirement of competitive sealed bidding is hereby waived
and the City Manager is hereby authorized to enter into an agreement with the
State of Florida for Long Distance Telephone Services in substantial accordance
with the Agreement form attached hereto, with funds therefore hereby allocated
from budgeted departmental funds and said authorization being subject to the
availability of monies.

The Department of Building & Vehicle Maintenance
is recommending that the City of Miami enter into
an agreement with the State of Florida for long
distance telephone services; further requesting
a waiver of competitive sealed bidding which is
not practical or not advantageous to the City;
with funding therefore allocated from depart-
mental budgeted funds.
State Bill 942 (November, 1982) provided for municipal utilization of the State
of Florida Long Distance Communication System "SUNCOM". The City of Miami was
qualified as one of the three cities in the State as eligible to join the "SUNCOW,
network. The "SUNCOM" network is a long distance telephone service provided by
Southern Bell Telephone Company and used by state, county and municipal agencies.
Anticipated long distance telephone cost savings of 60',' can be realized by the
City of Miami. This is based upon a survey of cost savings that other county
and state agencies are experiencing today.
Long distance telephone service can be purchased from commercial vendors. The
savings to the City would be from 30Z to 40% maximum. Also, the type service
commercial vendors offer is very clumsy and requires special access codes and
numbers. Therefore, it is not practical or not advantageous to the City to bid
competively for this service when it is available from the State of Florida at a
more substantial savings to the City of Miami.
It would be to the best interest of the City to enter into this agreement with the
State of Florida for long distance telephone service. Present long distance tele-
phone service is costing the City of Miami approximately $90,000 annually. A net
annual savings of approximately $54,000 could be achieved by using said services.
Total one-time costs for installation, equipment and system connecting is $1,200.
Average monthly cost for the entire City long distance telephone services is
estimated at $3,000 per month using the "SUNCOM" network. This will not impact
on the City's franchise fee inasmuch as there is no franchise fee assessed for
long distance telephone service.
Funding is from FY 82-83 current Operating Budget.
