A RESOLUTION AUTHORIZING THE OFFICE OF
STADIUMS TO EXPEND $7,500 FROM THE FISCAL
YEAR 1962-83 ORANGE BOWL OPERATING BUDGET
FOR THE PURPOSE OF UNDERWRITING THE PRO-
DUCTION COST TO THE CITY OF MIAMI OF TELE-
VISION COVERAGE OF THE 1.983 CHAMPION
SPARK PLUG UNLIMITED HYDROPLANE REGATTA
BY ESPN CABLE TELEVISION NETWORK; SAID
MONEY TO BE RETURNED TO THE FISCAL YEAR
1982-83 ORANGE BOWL OPERATING BUDGET IF
THERE ARE SUFFICIENT TICKET PROCEEDS FROM
THE REGATTA.
WHEREAS, ESPN is a sports cable television network which can be
seen by an estimated 25,000,000 households; and
WHEREAS, the one -hour ESPN telecast of the Regatta would give
the City of Miami the equivalent of fifteen 30-second advertising
spots; and
WHEREAS, ESPN has requested that the City of Miami underwrite
the production costs to provide television coverage of the 1983
Champion Spark Plug Unlimited Hydroplane Regatta; and
WHEREAS, the Office of Stadium's Fiscal Year 1982-83 Orange Bowl
Operating Budget can advance the $7,500 for this purpose with the
said advance money to be returned to the Fiscal Year 1982-83 Orange
Bowl Operating Budget if there are sufficient ticket proceeds from
the Regatta;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The Office of Stadiums is hereby authorized to advance
$7,500 from the Fiscal Year 1982-83 Orange Bowl Operating Budget for
the purpose of underwriting the production cost to the City of Miami
of the 1983 Champion Spark Plug Unlimited Hydroplane Regatta by ESPN
television.
Section 2. The said $7,500 is to be returned to the Fiscal Year
1982-83 Orange Bowl Operating Budget if there are sufficient ticket
proceeds from the Regatta.

The Office of Stadiums has been advised that the
City of Miami has been offered the chance to
underwrite the production costs of television
coverage of the 1983 Champion Unlimited Regatta
by ESPN network.
ESPN is a sports cable network which enjoys 20.7%
of the United States cable network business and
can be seen by an estimated 25,000,000 households.
Underwriting production cost to the City of Miami
of television coverage of the 1983 Unlimited Regatta
by the ESPN network would be $7,500.
This compares with a major metropolitan city full
page color advertisement for $26,000 to $30,000.
The one hour ESPN show would give the City of Miami
the equivalent of fifteen 30-second advertising
spots at $3,000 per spot or $45,000.
We recommend that the payment to ESPN be made from
the Orange Bowl's budget. If there are sufficient
ticket proceeds from the Regatta, the Orange Bowl's
budget will be reimbursed.
In addition to the above, the Office of Stadiums
would recommend a large City of Miami or "Miami's
for Me" billboard be constructed on the Marine
Stadium barge directly across from the Marine Stadium
grandstand.
If it is your desire to proceed in this manner, we have
prepared a draft resolution for Commission approval
of this expenditure.

adoption of the attached draft reso-
lution authorizing the expenditure of
$7,500 from the FY 82-83 Orange Bowl
Operating Budget to underwrite the
production cost to the City of Miami
for television coverage of the 1983
Champion Spark Plug Unlimited Hydro-
plane Regatta by the ESPN cable tele-
vision sports network.
