A RESOLUTION ESTABLISHING CERTAIN POLICES
AND PROCEDURES WITH RESPECT TO
IMPLEMENTATION OF THE AFFORDABLE RENTAL
HOUSING DEVELOPMENT PROGRAM, AUTHORIZING
THE CITY MANAGER TO RFOUEST METROPOLITAN
DADE COUNTY TO INITIATE CONDEMNATION
PROCEEDINGS, IF NECESSARY, TO SECURE
PROJECT DEVELOPMENT SITES, AND DIRECTING
THE CITY MANAGER TO PUBLISH A DEVELOPER
INVITATION FOR PROPOSALS, APPOINT A
SELECTION COMMITTEE AND SUBMIT
RECOMMENDATIONS TO THE CITY COMMISSION
FOR PROJECT SPONSORS.
WHEREAS, the City Commission, in recognition of the
shortaqe of rental housing affordable to low and moderate
income families and individuals, has authorized
implementation of the Affordable Rental Housinq Development
Program; and
WHEREAS, in light
of the
extreme need
for
such
housing,
the City Commission is
desirous
of implementing
the
program
as expeditiously as possible within economic and statutory
constraints; and
WHEREAS, the City Commission must establish policies and
procedures with respect to certain aspects of program
financing, project development site acquisition, and
developer selection to accomplish this objective;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. A single managing underwriter and a single
bond counsel are to be retained for the purpose of marketing
the Mortgage Revenue Bonds to be issued in connection with
the Affordable Rental Housing Development Program and to
provide legal services in connection therewith.

Section 2. The City Manager is hereby authorized and
directed to request Metropolitan Dade County to initiate
condemnation proceedings, if necessary, to acquire title to
those project development sites approved for acquisition by
the City Commission under Resolution No. 82-679.
Section 3. The City Manager is hereby authorized and
directed to publish, in accordance with established City
policy, a Developer Invitation for Proposals as soon as
Possible subsequent to the validation of the Revenue Bonds
described in Ordinance No. 9539.
Section 4. The Developer invitation for Proposals shall
provide for the submission of proposals by project sponsors
for one or more of the project development sites and shall
provide for a 60 day advertising period.
Section 5. The City Manager is hereby authorized and
directed to appoint a Selection Committee to evaluate
proposals received in response to the above -mentioned
Invitation, such Committee to have two weeks time in which to
make recommendations to the City Manager.
Section 6. The City Manager is hereby directed to
submit his recommendations regarding project sponsors to the
City Commission on or before the second City Commission
meeting of September, 1983.
