To qualify for this special CPBG appropriation, the City trust sukidt a detailed action plan to the Departr:ent of Housing and Urban Develcypment by July 1, 1983, v:,hich meets Congressional intent and HUD regulations. Funds must be used for labor intensive projects that address infrastructure, housing, and social needs, and that can he quickly ir•,pl emented, We are proposing to target the "Jobs" funding for -hich the City is eligible to a portion of the Overtown Cow:i)unity Development Target Area bounded by N.W. 5th Street, N.W. 8th Street, N.W. 3rd Avenue, and N.W. 7th Avenue. In this area ti•re are proposing to undertake a number of improvement activities that will result in an improved physical and social environment in the imimediate area, as t•rell as create eirploynient opportunities for Overtown residents. Gary DATE: May 25, 1983 FILE: Cit Manager_.__ / SUBJECT, "Jobs Bill" program proposal FROM Dena Spipmafi, Director REFERENCES City Commission Agenda Item t-ZDepartment o/f Community Development May 31, 1983 i / ENCLOSURES With enactment by Congress of Public Law 98-8, known as the "Jobs Bill", the City of Miami is eligible to receive a supplemental C.D. Block Grant allocation of $2.7 million dollars. To qualify for these funds, the City must submit a detailed action plan to the U.S. Department of Housing and Urban Development by July 1, 1983. The action plan must comply with Congress' intent for the utilization of the funds and HUD guidelines. In essence, these funds must be used for labor intensive programs and projects which can be undertaken rapidly and will address the locality's physical infrastructure, housing, and social needs. We have developed a proposal for the City Commission's consideration which meets these federal requirements and will result in the substantial revitalization of a 10 square block area of southwest Overtown (see attached map). Specifically, the proposal calls for targeting of the City's "Jobs" allocation to this area for the funding necessary to carry on, a number of activities which will substantially increase the supply of affordable rental housing in the area, create a positive environment for continued private investment, support existing public investments, result in major improvements to the area's physical appearance and livability, and provide employment opportunities for area residents. The activities proposed to be undertaken include: . multifamily housing rehabilitation . land acquisition, site assembly and disposition for homeownership housing and new moderate income rental apartments . homeownership financing for moderate income families These activities will be coupled with intensified efforts by the Overtown Jobs Program staff to locate employment opportunities for area residents, including training where necessary. May 25, 1983 training and employment opportunities will be generated in the construction trades through implementation of the proposed multifamily rehabilitation and new housing construction programs. Existing business located in the western part of the neighborhood will be asked to participate in the revitalization effort by providing employment opportunities to area residents. Southwest Overtown was selected for targeting the City's Jobs funding for several reasons. First, this predominately residential area is strategically positioned just west of the Government Center development and the downtown area and will be easily accessible to several other employment canters due to its proximity to the Culmer Metro Station now under construction, just three blocks away. The area's residential character has been reinforced in recent years by the construction of 14 "second mortgage" town houses (50 more are planned for development in the area on city-owncd sites), the rehabilitation of three multifamily apartment buildings, two of which were improved through City loan programs, and the construction of 75 townhouses for low income families. Expenditure of the Jobs funds, as proposed, will serve to support these public and private investments. The area is well served by schools, parks, public transportation, community facilities and the public infrastructure is in good condition reinforcing its function as a residential area. The area is compact in size (approximately 10 square blocks) is located adjacent to several areas which are planned for major public and private investment including the Southeast Overtown/Park West redevelopment area and Government Center. To the south is the Lummus Park neighborhood where substantial multifamily rehabilitation projects have been completed recently through Miami's NSA Section 8 Rehabilitation program. Southwest Overtown's improvement will assist in creating a more positive investment climate in these areas. We anticipate that Housing Bond funds will be used in conjunction with Jobs Funds to fund the homeownership mortgage loan component of the Revitalization Program. Housing Bond funds may also be used in conjunction with Multifamily Housing Revenue Bonds to provide financing for moderate income rental housing. A program budget is attached which summarizes each of the major components of the program and its anticipated cost. H3-4SQ 0 0 REVITALIZATION PROGRt4l BUDGET SOUT R-_TST OVERTOWN 1. MULTIFAMILY HOUSING REHABILITATION LOAN PROGRAMI Low interest rehabilitation loans will be provided for the rehabilitation of approxi- mately 200 rental dwellings. 2. LAND ACQUISITION/SITE ASSE,'ELY/DISPOSITION Land necessary to provide for the construction of 20 to%,,nhouses and 100 rental dwelling units will be acquired. This item includes re- location, site clearance costs, and site improvement casts. 3. H0'XEOt,dNEPSHIP MORTGAGE F-14N NCINGI Tandem mortgage financing will be provided to 2.0 qualified moderate income families to enable them to become homecoemers at affordable costs. 4. JOBS DEVELOPMENT The Overtown Jobs Program staff will undertake special training and placement efforts to secure jobs for the unemployed residents of the area including jobs re- sulting from planned physical improve+;ents in the area and work with area employers in an attempt to secure employment for area residents. 5.
