Conditional Use to permit the operation

PLANNING DEPT. APPROVAL. The proposed facility meets all
the requirements for Community Based Residential
Facilities. The facility is limited `4o six
children and should have a minimal impact on
the surrounding area.
PUBLIC WORKS Request the dedication of the south 11' of
lots 34 and 35 and the west 5' of lot' 35.
DADE COUNTY TRAFFIC Recommend on -site parking be provided.

Dear t1s. Fox:
At its May 27th meeting, the City Co,,,-iission passed
a resolution upholding the granting of a conditional use
to the Parent Resource Center of fade County, Inc. This
conditional use permits the operation of a consnunity-hased
residential facility at 3175 Jackson Avenue, Coconut Grove,
Florida.
The final resolution requires a report to be made to
the City Coe, -mission after six ronths of operations.
The minutes of the meeting reflect that the responsibility
for this report 1.,as given to me by tlayor Ferre.
Enclosed is a %-.ritten report of thelac_:ency's operations
since the granting of the conditional use.

Six Month �Rerational Review
(Per Resolution ►u 82-462)
There are several specific limitations and directives addressed
in the final resolution. Each of these to be addressed separately.
Resident Staff:
The center continues to be operated by staff on rotating shifts.
The program does not utilize house parents. Two child care workers per
eight hour shift are employed to supervise and carp for the children in
residence.
Expansion of Program:
The program continues to serve a maximum of six children ages 0-6.
Parking and_Traffic Flow:
Client intake continues to be controlled by telephone confirir,ation
before corning to the nursery. Since the resolution provides for a
maximum of six children and program policy allows a maximum stay of
seven days, there is no constant traffic flow.

There are only four staff persons who drive and some are on alternat-
ing shifts. This helps to alleviate the need for more parking spaces than
are available to us. At this point in time, the existence of the nursery
has not created any traffic congestion or inc" enience to adjacent neighbors.
Every effort has been made to respect the property rights of adjacent
neighbors.
Sanitation:
All garbage and trash is adequately bagged and sealed in cans. Ve have
experience no complaints from neighbors, the landlord or the sanitation
department.
Noise Level•
Noise is buffered by the use of central air-conditioning and fencing.
Director's Comments:
Since the final resolution a:as passed upholding the Zoning hoard's
granting of conditional u,,e of our present program site, I have found the
neighbors to be receptive.

There has been a cordial and peaceful relationship established with
Mr. & Mrs. Robert Johnston. Both seem to be receptive of the program
and its intent and purpose.
An open line of communication has been established between the land-
lord, neighbors and Program Director. I have assured them that if any
concerns develop, I will act upon them without hesitation.
At this point, I could not ask for a more tranquil co -existence.

Dear Gloria:
This serves to confirm our earlier discussions re-
garding the operation of the Crisis Nursery.
Since the City of miami Commission meeting at which
your permit was granted, I have had no reports of
traffic congestion, noise intrusion or disruption of
any kind as relates to the nursery operation.
Furthermore, no one in the neighborhood, including
adjacent property owners, has every inquired about
the operation of the facility.
Needless to say, Bill and I are pleased that none of is
the potential negative neighborhood impacts raised
at the permit hearings have been evident during this
recent period. Ile are confident that, under your
direction, the nursery will continue its low -profile
and harr.-)pious relationship with the neighborhood.

FACILITY FOR A MAXIMUM OF SIX CHILDREN WITH
NO RESIDENT STAFF (ONLY SHIFT STAFF) ON SOUTH
80.48 FEET OF LOTS 34 AND 35; BLOCK 4: JACKSON
PEACOCK (3-18); BEING 3175 JACKSON AVENUE,
PER PLAN ON FILE, MEETING ALL THE CRITERIA FOR
A CBRF, AND WAIVING FOUR OF FOUR REQUIRED
OFF-STREET PARKING SPACES FOR STAFF AND OCCUPANTS
ON OWNERSHIP AND VISITATION; SUBJECT TO: a)

WHEREAS, the City of Miami Zoning Board at its meeting of
April 19, 1982, Item No. 8, following an advertised hearing, adopted
Resolution No. ZB 61-82 by a 6 to 1 vote GRANTING A CONDITIONAL
USE to permit a community based residential facility, as herein-
after set forth; and
WHEREAS, objectors have taken an appeal to the City Com-
mission, and
WHEREAS, notwithstanding the objections of these citizens,
the City Commission, after careful consideration and due de-
liberation of this cutter, has determined that the CODITIONAL
USE requested meets all the City's requirements for said use;
i:O', THEREFORE, BE 1T RESOLVED BY THE COXXISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The Conditional Use, as listed in Ordinance No.
6871, Article IV, Section 43, to permit the operation of a com-
munity based residential facility for a maximum of six children
with no resident staff (only shift staff) on South 80.48' of Lots
34 and 35; Block 4; JACKSON PEACOCK (3-16); being 3175 Jackson
