RESOLUTION NO. L93-44Z
A RESOLUTION AUTHORIZING TIME CITY MANAGER TO EXTEND ALL
ENTRANT IMPACT AID PROGFAI•I AGREEMENTS FOR PROFESSIONAL
JOB TRAINING SERVICES FPOM JUNE 1, 1.983 THROUGH JUNE 30,
1983 AND TO ALLOCATE ADDITIONAL FUNDS TO TIiOSE ORGANIZA-
TIONS WITH INSUFFICIENT ATTRITION FUNDS TO CONTINUE FOR
THAT PERIOD.
WHEREAS, the City of Miami Commission adopted Resolution No. 82-851 on Sep-
tember 9, 1982 allocating funds for professional job training services under the
Entrant Impact Aid Program; and
WHEREAS, the agreements for professional job training services under this
program expire on May 31, 1983; and
WHEREAS, the South Florida Employment and Training Consortium is extending
all contracts under this program from June 1, 1983 through June 30, 1983; and
WHEREAS, accumulated attrition dollars will provide tiie funding needed for
this extension;

Section 1. The City Manager is hereby authorized to extend all Entrant lm-
pact Aid Program agreements for professional job training services from June 1,
1983 through June 30, 1983.
Section 2. The City Manager is hereby authorized to allocate additional
funds to those organizations with insufficient attrition fund:~ to continue until
June 30, 1983.

It is recoalunended that the City Commission adopt a res-
olution authorizing the City Manager to c:;tcnd all agree-
ments for professional job training services under the
Entrant Impact Aid Program from June 1, 1983 through
June 30, 1983 and to allocate additional funds to those
organizations with i n:,uf f i cient attrition funds to con-
tinue until June 30, 1983.
Since last year the City of M!Ltmi has been providing job training to
Cuban and Haitian entrants udder a $1,703,800 1'ntrant Impact Aid Pro-
gram grant. The City has agr(,L`ments with 12 organizations to provide
professional job training services to the program participants.
The program was scheduled to end M"iy 31, 1983 but has been extended for
an additional 30 days. The South Plorida Employment and Training Con-
sortium is proceeding to extend all contracts from June 1, 1983 to June
30, 1983. During the months that the program has been in operation at-
trition has been high and underexpenditures (attrition dollars) have
accumulated. The attrition dollars will ba Ll.Wd to fund the extension.
The City of Miami has 591 part_icipints enrol1cal in trainin('I �.,ith our
12 subcontracting organ zations. '1'hoy will he coiit.i nuud in training
as currently assigned throti,.Ih June 30, 1983.
The Consortium is negotiating It secun�i year grant %- ith the Department
of Health and Rehabilitative Services (DMZ:;) . The c;L-Colid year of the
program is expected to heyin July 1, 1983 with the intent of continuing
current participants in training without interruption.
