WHEREAS, the Miami. Planning Advisory Hoard at its meeting of

adopted Resolution No. P4R 24-83 by a 5 to i vote, RFCONIMENDING
APPROVAL, of applyinn the ITC-3 : R.ESIDFNTTIAL OFFICE HERITAGE
CONSERVATION OVERLAY DISTRICT to subject croper.t_y, as hereinafter
set forth; and
WHEREAS, the City Commission, after careful consideration of
this matter, deems it advisable and in the best interest of the
general welfare

and its inhabitants to grant

NOW, THEREFORE, RE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Ordinance No. 9500, adopted September 23,
1982, as amended, the Zoning Ordinance of the City of ?Miami,
Florida, is hereby arnenJed by applying the HC-3: RESIDENTIAL
-OFFICE HERITAGE CONSERVATION nVERLAY DISTRICT to the "PETIT
DOUY," located at 1500 Brickell Avenue, more particularly
described as Lots 41 and 42 of Block 55 in the plat of FLAGLER
(Mary Brickell), as recorded in Plat 13ook 5 at Page 44, of the
Public Records of Dade County, Florida; further, the City
Commission finds that the subject property is associated in a
significant way with the life of a Berson important in the past
and embodies those distinguishing characteristics of an archi-
tectural style, period, or method of construction thereby war-

an advertised hearing, adopted Resolution PAB 24-83 recommending approval of the
above petition with a 5 to 0 vote on the above site as described in the designation
report.

An ORDINANCE 'to provide for the application of this Overlay District has been
prepared by the City Attorney's Office and submitted for consideration of the
City Commission.

PETITION: 2. Consideration of recommendations concerning amendments to the
Zoning Map of the New Zoning Ordinance 9500, effective April 6,
1983, of the City of Miami, Florida, to apply the proposed HC-3:
RESIDENTIAL OFFICE HERITAGE CONSERVATION OVERLAY DISTRICT to
Petit Douy, 1500 Brickell Avenue, as described in the designation
report.
(This is a companion item to Item :41.) ,
REQUEST: To apply the proposed HC-3 overlay to this historic site, as
described in the attached designation report.
BACKGROUND: This site was previously recognized as an historic site by the PAB
and City Commission under the provisions of an SPD-5 overlay zoning
district. SPD-5 was not carried over into the new Zoning Ordinance
9500 (effective April 6, 1983) thus, Petit Douy must be redesignated
under the provisions of HC zoning.
ANALYSIS: On December 14, 1982, the Heritage Conservation Board held a
public hearing, and determined that the subject property meets
the following criteria for historic site designation:
1. Is associated in a significant way with the life of a person
important in the past.
Petit Douy was the residence of John Murrell from the time of
its construction in 1931 until his death in 1982. Mrs. Murrell
continues to live in the house. Both John and Ethel Murrell
are recognized as prominent local attorneys, known for their
strong community activism. -
5. Embodies those distinguishinq characteristics of an architectural
style, or period, or method of construction.
Petit Douy is an outstanding example of Period Revival style
architecture and is Miami's only known example of a French
chateau.
7. Contains elements of design, detail, materials, or craftsmanship
of outstandinq quality or which represent a significant innova-
tion or adaptation to the South Florida environment.
Petit Douy is particularly noteworthy for the excellence of its
craftsmanship and detailing, embodied in such features as its
two octagonal towers with tent roofs, parapet roof and dormers,
crenelated garage roof, and trefoil arch windows with leaded
or stained glass.
