WHEREAS, the Miami PJ anninq Advisory Board at its lne(�ti)10 of
February 16, 1983 Item No. 1, following an advertised hearing,
adopted Resolution No. PAB 19-83 by a 5 to 0 vote, RECOMMENDING
1,PPROVAL of applying; the HC-1: GENERAL USE HERI'PAGE CONSERVATIONI
OVERLAY DTSTRICT to subject property, as hereinafter set forth;
and
WHEREAS, the City Commission after careful consideration of
this matter deems it advisable and in the best interest of the
general welfare of the City of Miami and its inhabitants to grant
this application as hereinafter set fortis;
NOW, THEREFORE, BE IT ORDAINED BY THE COPIMISS3ION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Ordinance 'No. 9500, adopted September 231
1982, as amended, the Zoning Ordinance of the City of Miami,
Florida, is hereby amended by applying the HC-1: GENERAL USE
HERITAGE CONSERVATION OVERLAY DISTRICT to "THE D.A. DCRSEY
HOUSE", located at 250 Northwest 9th Street, more particularly
described as Lot 7 of Block 35 of the plat of MIAMI NORTH, as
recorded in Plat Book 13 at Page 41, of the Public Records of
Dade County, Florida; further, the City Commission finds that the
subject property is associated in a significant way with the life
of a person important in the past and warrants the herein action;
further, the zoning Atlas incorporated in said Ordinance, by
reference and description in Article 3, Section 300, thereof., is
hereby amended to reflect_ the herein DISTRICT.

PETITION: 1. Consideration of recommendations concerning amendments to the
Map of Ordinance 9500, effective May 1, 1983, Zoning Ordinance
of the City of Miami, Florida, to apply Section 1610. HC-1:
GENERAL USE HERITAGE CONSERVATION OVERLAY DISTRICT to the
D. A. Dorsey House, 250 N.W. 9th Street, as described in the
designation report.
REQUEST: To apply the proposed HC-1 overlay to this historic site, as
described in the attached designation report.
BACKGROUND: The Black Archives History and Research Foundation requested
that the D. A. Dorsey House be the first historic site officially
designated in the Overtown area. They have received a grant from
Dade County for rehabilitation of the structure.. After rehabilita-
tion, the house will be moved from its present location to a
public plaza near the Overtown Metrorail station, where it is
proposed to be used for a museum and tourist information center.
This is included within the Southeast Overtown Redevelopment Plan.
ANALYSIS: On January 25, 1983, the Heritage Conservation Board held a
public hearing, and determined that the subject property meets
the following criteria for historic site designation:
1. Is associated in a significant way with the life of a person
important in the past.
The D. A. Dorsey House is the most important remaining structure
associated with the life of Hiami's first black millionaire and
one of its most prominent businessmen.
The PAB.need not reconsider the issue of historic designation
criteria; however, it should consider the appropriateness of the
proposed HC-1 zoning overlay as compared to any other "HC" regula-
tions that could be created for the subject property. The HC-1
overlay would not change or modify any of the existing zoning
regulations.
