GF:111 cc: Law Department NOTE: Planning Department recommendation: APPROVAL 9622 0 1 PLANNING FACT SHEET APPLICANT: City of Miami Planning Department: December 15, 1982 PETITION: 5. Consideration of recommendations concerning amendments to the Zoning Map of the New Zoning Ordinance 9500, effective April 6, 1983, of the City of Miami, Florida, to apply the proposed HC-1: GENERAL USE HERITAGE CONSERVATION OVERLAY DISTRICT to First Coconut Grove Schoolhouse, currently located on the grounds of Plymouth Congregational Church, 3429 Devon Road, as described in the designation report. (This is a companion item to Item 94.) REQUEST: To apply the proposed HC-1 overlay to this historic site, as described in the attached designation report. BACKGROUND: The subject property was included among 15 historic sites previously designated under the City of Miami's Interim Heritage Conservation Zoning District ordinance. These sites were selected as the first to be recognized by the City because they are already listed on the National Register of Historic Places. ANALYSIS: On December 14, 1982, the newly established Heritage Conserva- tion Board held a public hearing, and determined that the sub- ject property meets the following criteria for historic site designation: 2. Is the site of a historic event with significant effect upon the community, city, state, or nation. The First Coconut Grove Schoolhouse is the site of the opening of the area's first public school building. 3. Exemplifies the historical, cultural, political, economic, or -social trends of the community. The First Coconut Grove Schoolhouse, one of the oldest surviving structures in the community, reflects the pioneer era in Coco- nut Grove's history. The building also reflects the early history of education in Dade County. 5. Embodies those distinguishing characteristics of an archi- tectural stvle, or period, or method of construction. The First Coconut Grove Schoolhouse is an excellent example of vernacular style architecture in Dade County during the late nineteenth century. The building is indicative of this era and is one of the few surviving examples of this mode of constructic The PAB need not reconsider the issue of historic designation cri- teria; however, it should consider the appropriateness of the pro- posed HC-1 zoning overlay as compared to any other "HC" regulations that could be created for the subject property. The HC-1 overlay would not change or modify any of the existing zoning regulations. 9622 I REMMMEINDATION: PLANNING DEPT.: Approval HERITAGE CONSERVATION BOARD: Approval PIannin Advisory Board Approval 9622 3429 DEVON ROAD Fit 3 GROVE'" W"HCOILHOUSEE J , I[ :4 1cII —• I L3 V4 4 rF11 Ir aYE._.is :EP2lY L CN >a ,Yt t:—l—•sta Cl C=w C; CJ t„v DIE] Ln' E. L__: L GftAHO lO T'c `l A0 Li lEE_5_IE a.. 3 FRI..h1SL1 t5 [_ 7ZOYF A ,`M'4' L 111iE.J VS?\ 0 11 V N a a r Boundary Description of HC Zoning District: IMMEall, location site plan A portion of Lot A of the plat of EWANTON HEIGHTS, as recorded in Plat Book B at Page 52, of the Public Records of Dade County, Florida; more particularly described as follows: Beginning at the northwest corner of the SE 1/4 of the SW 1/4 Section 21 Township 54 South Range 41 East; thence in an easterly direction along the north line of said SE 1/4 of the SW 1/4, a distance of 295.47 feet; thence with an angle to the right of 45'14' 23" along the southwesterly boundary of THE ROYAL GARDEN'S (PB 20-P3) a distance of 180-feet to the Point of Beginning of the hereinafter described tract of land; thence run south';;esterly at right angles to the said southeesterly boundary of THE ROYAL GARDENS for a distance of 120 feet, thence run southeasterly parallel to the southwesterly boundary of said THE ROYAL GARDENS for a distance of 130 feet, thence run northeasterly 120 feet to a point on the southwesterly boundary of said THE ROYAL GARDENS, thence run northwesterly along the southwesterly boundary of said THE ROYAL GARDENS, 130 feet to the Point of Beginning of the herein described tract of land.
