WHEREAS, the Miami Planning Advisory Hoard at its meeting of
January 19, 1983, Item No. 4, following an advertised hearing,
adopted Resolution No. PAB 6-83, by a 5 to 0 vote, RECOMMFNDING
APPROVAL of applying the HC-1: GENERAL t)SE HF,RITAGE CONSERVATION
OVERLAY DISTRICT to subject property, as hereinafter set Forth;
and
WHEREAS, the City Commission after careful consideration of
this matter deems it advisable and in the best interest of the
general welfare of the City of Miami and its inhabitants to grant
this application as hereinafter set forth;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Ordinance No. 6871, as amended, the Compre-
hensive Zoning Ordinance of the City of Miami, is
hereby amended
by applying the HC-1: General Use Heritage Conservation Overlay
District to "FIRST COCONUT GROVE SCHOOLHOUSE," on
the grounds of
the Plymouth Congregational Church, 3429 Devon
Road, more
particularly described as a portion of Lot A
of the plat of
EWANTON HEIGHTS, as recorded in Plat Book B at
Page 52, of the
Public Records of Dade County, Florida; even more particularly
described as follows: Beginning at the northwest
corner of the SE
1/4 of. the SW 1/4 Section 21 Township 54 South
Range 41 East;
thence in an easterly direction along the north
line of said SE
1/4 of the SW 1/4, a distance of 295.47 feet;
thence with an

embodies these distinguishing characteristics of an architectural
style, or period, or method of construction; and is the site of a
historic event with significant effect_ upon the community, city,
state or nation; and by making all the necessary changes in the
zoning district map made a part of said Ordinance No. 6871, by
reference and description in Article III, Section 2, thereof.
Section 2. That all ordinances, code sections or parts
thereof in conflict herewith are hereby repealed insofar as they
are in conflict.
Section 3. Should any part or provision of this ordi-
nance be declared by a Court of competent jurisdiction to be
invalid, the same- shall not affect the validity of the ordinance
as a whole.

approval of the above petition with a 5 to 0 vote on the above site as

PETITION: 4. Consideration of recommendations concerning application of the
proposed HC-1: GENERAL USE HERITAGE COidSERVATI0r1 OVERLAY
DISTRICT, pursuant to Comprehensive Zoning Ordinance 16871, as
amended, to First Coconut Grove Schoolhouse, currently located
on the grounds of Plymouth Congregational Church, 3429 Devon
Road, as described in the designation report.
(This is a companion item to Item 5.)
REQUEST: To apply the proposed HC-1 overlay to this historic site, as
described in the attached designation report.
BACKGROUND: The subject property was included among 15 historic sites
previously designated under the City of Miami's Interim
Heritage Conservation Zoning District ordinance. These sites
were selected as the first to be recognized by the City
because they are already listed on the National Register of
Historic Places.
ANALYSIS: On December 14, 1982, the netqly established Heritage Conser-
vation Board held a public hearing, and determined that the
subject property meets the following criteria for historic
site designation:
2, Is the site of a historic event with significant effect
upon the community, city, state or nation.
The First Coconut Grove,Schoolhouse is the site of the
opening of the area's first public school building.
3. Exemplifies the historical, cultural, political, economic,
or social trends of the community.
The First Coconut Grove Schoolhouse, one of the oldest
surviving structures in the community, reflects the pio-
neer era in Coconut Grove's history. The building also
reflects the early history of education in Dade County.
5. Embodies those distiguishing characteristics of an
architectural style, or period, or method of construction.
The First Coconut Grove Schoolhouse is an exce.11ent ex-
ample of vernacular style architecture in Dade County
during the late nineteenth century. The building is
indicative of this era and is one of the few surviving
examples of this mode of construction.
The PAB need not reconsider the issue of historic designation
criteria; however, it should consider the appropriateness of
the proposed HC-1 zoning overlay as compared to any other "HC"
