WHEREAS, the Miami Planning Advisory Board at its meeting of
January 19, 1983, Item Nn. 3, following an advertised hear_ ina,
adopted Resolution No. P4B 5-83 by a 5 to 0 vote, RECOMMENDING
APPROVAL of applying the IiC-l: GFNFRAL tISE HERITAGE CONSERVATION
OVERLAY DISTRICT to subject property, as hereinafter_ set forth;
and
WHEREAS, the City Commission after careful consideration of
this matter deems it advisable anc' in the best interest of the
general welfare of the City of Miami and its inhabitants to grant
this application as hereinafter set forth;
NOW, THEREFORE, BE IT ORDAINED RY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Ordinance No. 9500, adopted September 23,
1982, as amended, the Zoning Ordinance of the City of Miami,
Florida, is hereby further amended by applying the HC-l: GENERAL
USE HERITAGE CONSERVATION OVERLAY IISTRICT to "PLYMOUTH CONGREGA-
TIONAL CHURCH," 3429 Devon Road, more particularly described as
the lot shown as "Church" on the amended plat of PLYMOUTH COURT,
as recorded in Plat Book 4 at page 78, of the Public Records of
Dade County, Florida; and the southwesterly 50 feet of the
southeasterly 200 feet of that portion of Lot "A" of the plat of
EWANTON HEIGHTS, as recorded in Plat Rook B at Page 52 of the
Public Records of Dade County, Florida, .lying northwesterly of
Main Highway, Miami, Florida; further, the City Commission finds
that the subject property erabodies those distinquishing

are in conflict.
Section 3. Should any part or provision of this ordi-
nance be declared by a Court of competent jurisdiction to be
invalid, the same shall not affect the validity of the Ordinance
as a whole.

PETITION:
3. Consideration of recommendations concerning amendments to the
Zoning Map of the flew Zoning Ordinance 9500, effective April 6,
1983, of the City of Miami, Florida, to apply the proposed
HC-l: GENERi;L USE HE'?ITAGE CONSERVATION OVERLAY DISTRICT to
Plymouth Congregational Church, 3429 Devon Road, as described
in'n the designation report.
(This is a companion item to Item �2.) -
REQUEST:
To apply the proposed HC-1 overlay to this historic site, as
described in the attached designation report.
BAC,:GP,OUND:
The subject property was included among 15 historic sites pre-
viously designated under the City of Miami's Interim Heritage
Conservation Zoning District ordinance. These sites were
selected as the first to be recognized by the City because they

are already listed on the National Register of Historic Places.
ANALYSIS:
On November 30, 1932, the newly established Heritage Conservation
Board held a public hearing, and determined that the subject
property meets the following criteria for historic site -designation:
3. Exemplifies the historical, cultural, political, economic or
social trends of the community.
Plymouth Congregational Church is a reflection of the development
of Coconut Grove from its pioneer days and has served as one
of the most significant religious institutions in that contnunity.
5. Embodies those distinquishinq characteristics of an architectural
style, or period, or method of construction.
Plymouth Congregational Church is an outstanding example of
Spanish Mission style architecture, particularly evident in its
twin bell towers, curvilinear gable roof, and side arcades.
7. Contains elements of design, detail, materials, or craftsmanship
Of outstandinn quality, or which represent a significant innova-
tion or adaptation to the South Florida environment.
Plymouth Congregational Church is especially noteworthy for its
outstanding stonework, enriched classical door surround, elab-
orate front door, and twin bell towers.
The PAB need not reconsider the issue of historic designation
criteria; however, it should consider the appropriateness of the
proposed HC-1 zoning overlay as compared to any other "H U regula-
tions that could be created for the subject property. The HC-1
overlay would not change or modify any of the existing zoning
regulations.
