WHEREAS, the Miami Planning Advisory Board at its meeting of
January 19, 1983, Item No. 2, following an advertised hearing,
adopted Resolution No. PNR 4-83 by a 5 to 0 vote, RECOMMENDING
APPROVAL of applying the HC-l: CFN ER.AL IISF HFRI'-rA(', CONSFRVATION
OVERLAY DISTRICT to subject property, as hereinafter set forth;
and
T,,7HEREAS, the City Commission after careful consideration of
this matter deems it advisable and in the best interest of the
general welfare of the City of ;'Miami and its inhabitants to grant
this application as hereinafter set forth;
NOW, THEREFORE, BE IT ORDAINED BY THF, COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Ordinance No. 6871, as amended, the Compre-
hensive Zoning Ordinance of the City of Miami, is hereby amended
by applying the HC-1: General Use Heritaqe Conservation Overlay
District to "PLYMOUTH CONGREGATIONAL CHURCH," 3429 Devon Road,
more particularly described as the lot shown as "Church" on the
amended plat of PLYMOUTH COURT, as recorded in Plat Book 4 at
Page 78, of the Public Records of Dade County, Florida; and the
southwesterly 50 feet of th southeaster.ly 200 feet of that
portion of Lot "A" of the plat of EWANTON HEIGHTS, as recorded in
Plat Rook B at Page 52 of the Public Fecords of trade County,
Florida, lying northwesterly of Main ;iighway, Miami, Florida;
further, finning that the subject property: embodies those
distinguishing characteristics of an architectural style, or
period, or method of construction; an'.:l by making all the
necessary chancres in the zoning district mad, made a part ol: said
Ordinance No. 6871, by reference anri description in Article ITT,
Section 2, thereof.
;:section 2. That all ordinances, code sections or parts
thereof in conflict herewith ,are hereby repealed insofar_ as they,
are in conflict.
Section 3. Should any part or, provision of this ordi-
nance be declared try a Court of competent jurisdiction to be
invalid, the same shall not affect the validity of the ordinance
as a whole.

An ORDINANCE to provide for the application of this Overlay District has been

pursuant to Comprehensive Zoning Ordinance 70`6871, as amended, to
Plymouth Congregational Church, 3429 Devon Road, as described in
the designation report.
(This is a companion item to Item :Q .)
REQUEST: To apply the proposed HC-1 overlay to this historic site, as
described in the attached designation report.
BACKGROUND: The subject property was included among 15 historic sites pre-
viously designated under the City of Miami's Interim Heritage
Conservation Zoning District ordinance. These sites were selected
as the first to be recognized by the City because they are already
listed on the National Register of Historic Places.
ANALYSIS: On November 30, 1982, the newly established Heritage Conservation'
Board held a public hearing, and determined that the subject
property meets the following criteria for historic site designation:
3. Exemplifies the historical, cultural, political, economic,
or social trends of the community.
Plymouth Congregational Church is a reflection of the develop-
ment of Coconut Grove from its pioneer days and has served as
one of the most significant religious institutions in that
community.
5. Embodies those distinqui'hing characteristics of an architectural
style, or period, or method of construction.
Plymouth Congregational Church is an outstanding example of
Spanish Mission style architecture, particularly evident in its
twin bell towers, curvilinear gable roof, and side arcades.
7. Contains elements of design, detail, materials, or craftsmanship
of outstanding quality, or which represent a significant innova-
tion or adaptation to the South Florida environment.
Plymouth Congregational Church is especially noteworthy for its
outstanding stonework, enriched classical door surround, elaborate
front door, and twin bell towers.
The PAB need not reconsider the issue of historic designation
criteria; however, it should consider the appropriateness of the
proposed HC-1 zoning overlay as compared to any other "HC" regula-
tions that could be created for the subject property, The HC-1
overlay would not change or modify any of the existing zoning
regulations.

ZONING ORDINANCE OF THE CITY OF MIAMI, FLORIDA
AND THE OFFICIAL SCHEDULE OF DISTRICT REGULA-
TIONS MADE A PART OF SAID ORDINANCE NO. 9500, BY
REFERENCE AND DESCRIPTION IN ARTICLE 3, SECTION
320, THEREOF, BY ENCOMPASSING CORRECTION OF
ERRORS, MATTERS OF OVERSIGHT, AND MATTERS OF
COMMISSION DIRECTION AND INCORPORATING SAID
CORRECTIONS AND MATTERS INTO ORDINANCE NO. 9500;
PROVIDING FOR AN EFFECTIVE DATE; REPEALING ALL
ORDINANCES, CODE SECTIONS OR PARTS THEREOF IN
CONFLICT; AND CONTAINING A SEVERABILITY CLAUSE.
