With enactment by Congress of Public Law 98-8, known as the "Jobs
Bill," the City of Miami is eligible to receive a supplemental
Community Development Block Grant allocation of $2.7 million.
To qualify for these funds, the City must submit a detailed
action plan to the U.S. Department of Housing & Urban Devel-
opment by July 1, 1983. The action plan must comply with Congress'
intent for the utilization of the funds and HUD guidelines.
Although referred to as the "Jobs Bill," this is not a C.E.T.A.
jobs program. The funds which were allocated under this program
are to be used to implement Community Development eligible pro-
jects which can be undertaken rapidly and address the locality's
physical infrastructure housing and social needs.
We have developed a proposal for your review that takes into
consideration funding for all of the different Community Devel-
opment target areas, except Downtown. In our proposal we con-
sidered the distress of the different target areas and selected
projects that were not ongoing and that could be undertaken
within a year's period. Housing was given a high priority in
our selection of projects since the existing administration has
cancelled most ongoing programs.
Staff met with the City -Wide Advisory Board on Monday, June 6, to
discuss our proposal. Attached please find the recommendations
of staff and the City -Wide Board.
