DATE: JUNE 8, 1983 1.) July 1, 1983 concludes three years, two months of my Chairmanship of the Waterfront Board, City of Miami. I initi- ally served one year as a board member prior to being elected Chairman. 2.) Vital waterfront, harbor, rivers and marina issues such as waterborne transportation, the Navy at Bicentennial Park, the anchorage, are some of the many issues which require special handling. 3.) As Special Assistant (Adviser) to the .Mayor and the City Commission this would enable me to assist the City Man- ager on numerous current waterfront projects and issues, as well as being in a position to bring the 'Mayor, the City Com- mission, and the Administration new projects worthy of consid- eration. 4.) Additionally, I would begin a city-wide speaking sched- ule on "Miami -a waterborne world -class City", zeroing in on its past, present and future history, and present a greater, positive image of Miami to our residents and merchants. 5.) Numerous items listed on the draft for the proposed Department of Harbors and Rivers would be addressed as appropriate. 6.) As has currently been done, all correspondence on all projects would be copied to the Mayor, Commissioners, and the City Manager. The Mayor and Commissioners would be updated indi- vidually or at City Commission meetings. I would be available to assist the Mayor, the Commis- sioners and the City Manager on any and all harbors, rivers, waterfront and marinas projects and to attend meetings and seminars, as well as represent the City on special occasions, as my assistance may be requested. 8.) The appointment would be for 12 months, with re -appoint- ment as directed by the City Commission. 9.) I would resign from the Waterfront Board to prevent any conflict of. interest. 10.) Additionally, I would select certain individuals who would assist me in the various projects, at no cost to the City. 11.) My compensation would be $1.00 per year with special funds allocated for expenses as required and approved by the City Manager. 12.) I feel that my years of active experience informally rep- resenting the City of Miami on waterfront matters is of special value, and I would appreciate your assistance in this appointment.
