FOR FURNISHING APPROXIMATELY 914 ANNUAL PHYSICAL EXAMINATIONS ON A CONTRTAC BASIS FOR ONE YEAR TO THE DEPARTMENT OF POLICE AT A TOTAL ESTIMATED COST OF $110,000; ALLOCATING FUNDS THEREFOR FROM THE 1982-83 OPERATING BUDGET I)F IHAT DEPARTMENT; AUTHORIZING THE CITY MANAGER TO INSTRUCT [HE PURCHASING AGENT TO ISSUE A PURCHASE ORDER FOR THIS SERVICE. WHEREAS, pursuant to public notice, sealed hids were received November 16, 1982 for the furnishing of annual physical examinations on a contract basis to the Department of Police; and WHEREAS, invitations were mailed to 16 potential suppliers and 8 bids were received; and WHEREAS, funds for this purchase are available in the 19B2-83 Operating Budget; and WHEREAS, this service will be used by the Department of Police for the purpose of ascertaining satisfactory physical condition of sworn personnel; and WHEREAS, the City Manager and the Director of the Department of Police recommend that the I)id received From Cedars Medical Center, Inc. be accepted as the lowest responsible and responsive hid; NOW, THEREFORE, BE II RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The November 16,1982 bid of Cedars Medical Center, Inc. for furnishing approximately 914 annual physical examinations on a contract basis to the Department of Police at a total estimated cost of $110,000 is hereby accepted with funds therefor hereby allocated from the 1982-83 Operating Budget of that Department. Section 2. The City Manager is hereby authorized to instruct the Purchasing Agent to issue a Purchase Order for this service. Harms REFERENCES Chief of Police ENCLOSURES It is recommended that an Award be made and a Resolution be passed accepting Cedars of Lebanon Health Care Center for furnishing the City Of Miami Police Department annual physicals for all sworn personnel during 1983 as per Bid Number 81-82- 135 at a total cost of $110,000.00. This request was a Bid put out for a Professional Services Contract to provide annual physicals for all sworn personnel. These physicals will ascertain that all sworn personnel are in satisfactory physical condition and is required under an agreement reached in the Cohen et al Suit, and thereby provide the citizens of Miami the best possible protection of life and property. The Funds have been appropriated in the General Fund from the current operating budget. The low bid of Zort of Miami Medical Clinic has also been determined unacceptable. While this bidder was awarded the contract for last year, it is not recommended for the present term for the following reasons: Inadequate facilities - staff physicals performed at second location, contrary to specifications. Complaints from City employees indicating un- sanitary conditions, inadequate equipment, incompetent employees and poor quality of examination. Poor performance in general. The next lowest bid was received from Fisher Medical Center and is not recommended because it fails to meet the requirement that all medical testing be done in one facility (staff Physicals would require testing at three loca- tions) . Therefore, it is recommended for award. "Not sufficient building space at this time". RECOMMENDATION: IT IS RECOMMENDED THAT THE AWARD BE MADE TO CEDARS MEDICAL CENTER, INC. IN THE TOTAL ESTIMATED AMOUNT OF $110,000.00.
