A RESOLUTION AUTHORIZING TFIE CITY MANAGER
TO EXECUTE AN AGREEMEN,r, SUBJECT TO THE
CITY ATTORNEY'S APPROVAL AS TO FORM AND
CORRECTNESS, WITH THE ALLAPATTAH BUSINESS
DEVELOPMENT AUTHORITY, INC. (FORMERLY
KNOWN AS rHE 20TH STREET MERCHANTS AND
INDUSTRIAL ASSOCIATION) FOR THE PURPOSE
OF PROMOTING THE ALLAPATTAH BUSINESS
DISTRICT, WITH FUNDS THEREFOR ALLOCATED
IN AN AMOUNT NOT TO EXCEED $5,000 FROM
SPECIAL PROGRAMS AND ACCOUNTS, CONTINGENT
FUND.
WHEREAS, the City Commission is committed to economic
development and the expansion of trade anti commerce; and
WHEREAS, the Allapattah Business District has been
severely affected by declining business conditions caused by
the significant decline in tourism; and
WHEREAS, the Allapattah Business District needs
increased expanded promotional activities to attract
consumers to the area;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to
execute an agreement, subject to the City Attorney's approval
as to form and correctness, with the Allapattah Business
Development Authority, Inc. (formerly known as the 20th
Street Merchants and Industrial Association) for the purpose
of promoting the Allapattah Business District, with funds
therefor hereby allocated in an amount not to exceed $5,000
from Special Programs and Accounts, Contingent Fund.

"It is recommended that the City Commission
approve the attached resolution authorizing
the City Manager to enter into an agree-
ment with the Allapattah Business Development
Authority, Inc. (formerly known as the 20th
Street Merchants and Industrial Association);
and providing an amount not to exceed $5,000
for the purposes of promoting the Allapattah
Business District with funds to be allocated
from Special Programs and Accounts -Contingent
Funds."
On April 28th, 1983, the 20th Street Merchants and Industrial Asso-
ciation (now known as the Allapattah Business Development Authority,
Inc.) appeared before the City Commission to request $10,000 for
the purposes of launching various promotional activities, including
the placement of banners on streets, aimed at revitalizing business
activity in the Allapattah area. The Association had previously
appeared before the City Commission on April 6, 1983 requesting a
$50,000 promotional grant for an 18-month period. They were told
that they would be considered for funding as the community based
organization in the Allapattah area that would implement the City's
economic development strategies during the upcoming contract period.
Since the Association could not wait until June, when such funding
decisions would be made, they requested the $10,000 as an emergency
funding measure to assist them in implementing various promotional
activities during the months of May and June.
During the past year, world economic and political conditions have
negatively impacted the merchants in this area, who have traditionally
depended on the Latin America and Caribbean visitors for most of their
business. These conditions have resulted in a significant reduction
in the number of foreign visitor arrivals to Miami which, in turn,
has resulted in a decline in business for area merchants. As a re-
sult, many firms in the area have been forced to relocate or even
close down their operations.

In order to combat what is rapidly becoming a depressed business
district, it is imperative that area businesses begin to implement
a promotional campaign to attract local consumers to the area.
Since area merchants can no longer depend on foreign visitors, they
must now concentrate on reaching the consumers in Greater Miami.
As was previously mentioned, this Association has been recormended
as the community based organization that will implement the City's
economic development objectives in the Allapattah area for the
contract year, July 1, 1983 through June 30, 1984. Since these
funds will not be awarded until July, 1983, it is recommended that
one-half of the amount requested during the April 28th City Commis-
sion meeting, or the sum of $5,000 be allocated from the Special
Programs and Accounts -Contingent Funds to the Allapattah Business Deve-
lopment Authority, Inc. This is based on the fact that the month
of May has already passed, and the original sum of $10,000 was requested
for both May and June.
These funds would be used for promotional activities that would
have to be approved by the City's Department of Economic Development
(DED). In addition, DED would monitor this grant by requiring that
the proper documentation be submitted to substantiate the expendi-
ture of these funds.
