A RESOLUTION APPROVING THE RANK ORDER OF QUALIFIED ARCHITECTURAL/ENGINEERING FIRMS RECOMMENDED BY A SELECTION COMMITTEE AND APPROVED BY THE OFF-STREET PARKING AND THE PLAYERS STATE THEATER BOARDS FOR THE PURPOSE OF CONDUCTING A FEASIBILITY STUDY IN CONNECTION WITH A MULTI -USE PARKING FACILITY ADJACENT TO THE PLAYERS STATE THEATER. WHEREAS, on December 16, 1982 at the request of the Director of the Department of Off -Street Parking, the City Commission expressed its support of a feasibility study of a multi -use parking facility to be loacted on State-owned land immediately north of the Players State Theater in Coconut Grove; and WHEREAS, Resolution No. 82-1156, adopted December 16, 1982, allocated an amount not to exceed S15,000 as 50% of the proposed cost of said study; and WHEREAS, a Selection Committee representative of the interests involved in Stich a facility evaluated architectural/engineering firms that had expressed interest in conducting such a study; and WHEREAS, 3 firms were recommended in rank order as being _ qualified to conduct such study as follows: and 1. Halcyon Ltd; Tilden, Tachi & Pales Architects; de Zarraga, Donnell & DeQuesne; David Plummer and Associates, Inc. 2. Ferguson, Glasgow, Schuster, Inc.; Reinhold P. Wolff Economic Research, Inc.; Ralph Burke Associates; Professional Engineering Specialty Team 3. Boerema, Bermello, Kurki & Vera, Inc; Planning and Parking Consultants, Inc.; Price Waterhouse and Company; Metric Engineering, Inc; WHEREAS, the above rank order has been approved by the Off -Street Parking and the Players State Theater Boar 0 NOW, THEREFORE, RE IT RESOWEO 3Y T`iE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The rank orler of qualified arch itectural/engineerinq firms recommended by a Selection Committee and approved by the Off -Street Parking and the Players State Theater Boards, as reflected in the preamble to this Resolution, for the purpose of conducting a feasibility study in connection with a multi -use parking facility adjacent to the Players State Theater is hereby approved. Director 0 Firms for the Players State Department of Off -Street Parking Theater Garage Feasibility Study Recommendation It is recommended that the City Commission accept the report of the Players State Theater Garage Feasibility Study Committee and authorize negotiations of an agreement to be submitted to the City Commission in the July 18, 1983 meeting. Background In their December 16, 1982 meeting, the City Commission authorized a feasibility study for a multi -use parking facility to be located on State-owned land immediately north of the Players State Theater. The (City Commission agreed to pay up to 50 percent of the cost of the study (estimated total cost of $30,000) with the Department of Off -Street Parking funding the balance) After- advertisement -of the study seventeen firms submitted qualification statements. A (selection committee, comprised of Jack Luft and George Campbell representing the City of Miami, Alvin Davis and Alan Levan representing Players State Theater and Art Brave=,, Roger Carlton and Howard May (Conrad Associates East) representing the Department of Off -Street Parking, reduced the stibmi-ssions to• ekgiMt. iirros which were invited to make a presentation. Of the eight firms which made 45 minute presentations on May 11, 1983, three firms were recommended in rank order as tAe finalists.
