CatMer Director of Public Works DATE April 27, 1983 FILE SUBJECT EDISON PLAZA - Resolution Approving Selection of Architect/Engineer REFERENCES ENCLOSURES (For Commission Meeting 5-12-82 The Department of Public Works and the Department of Economic Development recommend adoption of the resolution approving the selection of Ronald E. Frazier and Associates to perform Architectural and Engineering services for the EDISON PLAZA PROJECT and urging the Tacolcy Economic Development Corporation to expedite a negotiated agreement. The EDISON PLAZA PROJECT is an endeavor by the Tacolcy Economic Development Corporation (TEDC) to rehabilitate the building and property at 645 N.W. 62 Street as a shopping and office plaza. This site was formerly the location of Frederick's Market, and more recently Pantry Pride food store in the 1970's. This project will be a focal point in the Edison Center community and provide a needed economic boost. The Winn Dixie food chain will be the anchor tenant in the 65,000 sq.ft. facility, with other shops and offices occupying the remaining space. The City of Miami and TEDC will be joint recipients of a Federal EDA grant with $400,000 of the local match to be funded by the City. The estimated construction cost is $1,800,000, with additional fund- ing available from the Business Assistance Center, Miami Capital Development and the Economic Development Corporation of Dade County. A selection committee was formed and the selection of Ronald E. Frazier aid Associates to provide the Architectural and Engineering services necessary for the project was made in accordance with the State of Florida Consultants Competitive Negotiation Act. This project is behind schedule and it is urgent that negotiations for the professional services be accomplished as soon as possible. Gary City Manager INTER -OFFICE MEMORANDUM Jim Reid Assistant City Manager h,TE June 9, 1983 rtLE .H.EL EDISON PLAZA - SELECTION OF ARCHITECT/ENGINEER 0EFFRENCES LN,:LCSu RF_5 The City of Miami and the Tacolcy Economic Development Corpo- ration (TEDC) will be joint recipients of a Federal Grant to remodel the old Pantry Pride/Frederich's Market site into a commercial plaza to include a Winn Dixie Supermarket and various stores and offices. The procedure for selecting an Architect/Engineer to provide the professional services required for the project was followed according to the State of Florida "Consultants Competitive Negotiation Act" and approved by the Federal Economic Develop- ment Administration. Since the professional services for this project are to be contracted by TEDC and not the City, it is not necessary to follow the City's procedure for contracting such services. However, Federal EDA does require the City's approval of the Architect/Engineer selection. It may be noted that the State of Florida's "Consultants Competitive Negotiation Act" mentioned above is included in City Ordinance 8965 which establishes the procedure for contracting Professional services by the City. On March 9, 1983 "Request for Proposals" (RFP) were delivered _ by courier to seventeen firms. The deadline for response to the RFP was March 23, 1983. On March 30, 1983, the A&E Selection Committee comprised of Msrs. Jim Leukanech, City of Miami Public Works, Theo Rodgers, A&R Development, James Sizemore, Winn Dixie & Otis Pitts, Jr., TEDC met at the TEDC office, 6140 Northwest 7th Avenue, to evaluate the seven proposals submitted in response to the RFP. The committee developed a scorecard to score the proposals sub- mitted, and weighted the factors comprising the selection cri- 83-4731 0 0 - 2 - teria. Each of the proposals were assigned a number and evaluated and scored in the order of the numbers assigned. The scores were tabulated and the firms ranked accordingly. The results were as follows: 1. Ronald E. Frazier & Associates, P.A. 2. Joseph Middlebrooks, AIA, Urban Planning Studio 3. SHELADIA Associates, Inc. 4. Verde-Pedraza Architects, Inc. 5. Charles Sieger Architectural Offices 6. Williams -Russell and Johnson 7. Charles Giller Associates Architects, Inc. On April 12, 1983 the selection committee met to interview the three most qualified firms. Upon completion of the meeting it was decided to negotiate a contract with the most qualified firm, Ronald E. Frazier and Associates. AJL:mh 83-4731
