A RESOLUTION WAIVING THE REQUIREMENT OF
FORMAL SEALED BIDS FOR RENTAL FROM THE
BURROUGHS CORPORATION OF 3 MEGA BYTES OF
COMPUTER MEMORY AND TECHNICAL ENGINEERING
SUPPORT FOR INTER*JAL SOFTWARE MAINTENANCE
OF THE CENTRAL PROCESSING UNITS ON A
CONTRACT BASIS FOR 2-1/2 MONTHS AT THE
RATE OF $3,000 PER MONTH AND A FIXED RATE
OF $30,800 FOR THE TECHNICAL ENGINEERING
SUPPORT AT A TOTAL FY'82-83 COST OF
$38,000; WITH A PROVISION TO RENEW THE
COMPUTER MEMORY RENTAL ANNUALLY AT THE
MONTHLY RATE OF $3,000 AT THE OPTION OF
THE CITY MANAGER; ALLOCATING FUNDS
THEREFOR FROM THE FY'82-83 OPERATING
BUDGET OF THE DEPARTMENT OF COMPUTERS;
AUTHORIZING THE CITY MANAGER TO INSTRUCT
THE PURCHASING AGENT TO ISSUE THE
PURCHASE ORDER FOR THIS RENTAL AND
TECHNICAL ENGINEERING SUPPORT; FURTHER
PROVIDING FOR THE ADOPTION OF THE
FINDINGS AND CONCLUSIONS SET FORTH IN THE
PREAMBLE OF THIS RESOLUTION BY A
TWO-THIRDS VOTE OF THE MEMBERS OF THE
COMMISSION.
WHEREAS, the Department of Computers and Rooz, Allen and
Hamilton have analyzed the need for additional computer
memory to provide City computer users with better on-line
response time; and
WHEREAS, the computer memory must be totally compatible
with the existing Burroughs 86805 hardware; and
WHEREAS, the Department of Computers has negotiated an
agreement with the Burroughs Corporation to provide, on a
rental basis, 3 mega bytes of computer memory at a rate of
$3,000 per month, and technical engineering support at a
monthly rate of $4,400 to fine tune the memory module; and
WHEREAS, the City Manager has made findings in writing
that the computer memory and technical engineering support
are not available from any other known source; and
WHEREAS, the City Commission, after a properly
advertised public hearing, accepts and ratifies the City
Manager's above finding; and
WHEREAS, the City Manager and the Department of
Computers recommend that competitive bidding be waived and
the bid of the Burroughs Corporation be accepted; I

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The findings set forth in the preamble to
this Resolution are hereby adopted as if fully set forth in
this Section.
Setion 2. The requirement for formal sealed bids for
rental of 3 mega bytes of computer memory is hereby waived
and the bid of the Burroughs Corporation for such rental is
hereby accepted on a contract basis for 2-1/2 months with
said firm furn ishinq technical engineering support for
internal software maintenance of the central processing unit
for a total FY'82-83 cost of $38,300, with provision to
renew annually the rental of computer memory at the rate of
$3,000 per month at the option of the City Manager.
Section 3. The City Manager is hereby authorized to
instruct the Purchasing Agent to issue a purchase order for
this rental and technical engineering support, with funds
therefor in the amount of $38000 hereby allocates] from the
FY'82-83 operating budget of the Department of Computers.

The Department of Computers recommends the
adoption of the attached resolution waiving
the requirement for formal sealed bids and
authorizing the City :tanager to secure from
Burroughs Corporation the following at the
cost indicated:
(1) 3 Mega Bytes of memory -- leased at
$3,000.00 per month for 2 1/2 months.
(2) Technical Services -- at a fixed price
of $30,800.00.
The 3 Mega Bytes of memory must be totally compatible with existing
Burroughs B6805 equipment.
The City currently owns a dual B6805 computer which is under lease/
purchase agreement of the Burroughs Corporation. The system is per-
forming well below the capacity due to lack of real memory and was
thrashing itself through virtual memory :management. This is my
assessment of the poor response time and low throughput.
After negotiation with the Burroughs Corporation, we have been able
to rent 3 Mega Bytes of memory on a month by month basis at a cost
of $3,000.00 a month including maintenance. Together with the memory,
Burroughs is providing onsite technical support to fine tune the
memory module and the online network. We estimate this effort to
be between six to seven months.
Our negotiation for the memory has resulted in a savings of $23,000
a month for the next two (2) years. Since, to our knowledge, Burroughs
memory modules are not manufactured or supported by other vendors, this
procurement is being requested as a sole -source item.
The memory cost is being proposed through the end of this fiscal year
with a provision to renew the lease automatically on a month by month
basis at the above monthly rate each subsequent fiscal year.

The total cost this fiscal year is $38.300.00.
Funding for the computer memory has been approved in the FY'83
General Operating Fund under index code 460201-610.
This request for memory has been reviewed by Booz, Allen and
Hamilton and they concur with its acquisition.

NOTICE OF PUBLIC HEARING
A public hearing will be held by the Commission of the
City of Miami, Florida on Thursday, June 9, 1983, at 2:30
P.M. in the City Commission Chambers at City Hall, 3500 Pan
American Drive, Miami, Florida, for the purpose of
considering a waiver of the requirement of obtaining sealed
competitive bids for the acquisition by rental from Burroughs
Corporation of 3 mega bytes of computer memory and the
furnishing of technical engineering support for internal
software maintenance of the central processing unit on a
contract basis for 2-1/2 months at the rate of $3,000 per
month and a fixed rate of $30,800 for the technical
engineering support at a total FY182-83 cost of $38,300, with
a provision to renew the computer memory rental annually at
the monthly rate of $3,000 at the option of the City Manager
and authorizing the City Manager to instruct the Purchasing
Agent to issue a purchase order to Burroughs Corporation at a
total cost of $38,300.
All interested persons are invited to appear and may be
heard concerning such proposed waiver and purchase. The
hearing will be held at the time and place specified above.
Should any person desire to appeal any decision of the
City Commission with respect to any matter considered at this
hearing, that person shall ensure that a verbatim record of
the proceedings is made, including all testimony and evidence
upon which any appeal may be based.
