A RESOLUTIONI EXPRESSING APPROVAL AN4D SUPPORT OF
THE DEVELOPMENT OF THE METRO-MIAMI ACTION PLAN
DURING 1983; FUR.T14ER RESPECTFULLY URGING TEE
LEADERSHIP OF THE FLACK C011MUNITIES OF DADE
COUNTY TOGETHER WITH THE ELECTrD AND APPOINTED
GOVERNMENT OFFICIALS AS WELL AS ALL INDIVIDUALS
AND INTERESTS INVOLVED IN THE PRIVA.TE INDUSTRY
SECTOR TO COOPERATE WHOLFHEARTF.DLY IN THE IDF,,TT-
IFICATION OF THE HIGH PRIORITY ISSUES, IN THE
PROPOSAL OF FEASIBLE SOLUTIONS, AND IN THE NEGO-
TIATION OF CHANGES I-THICH MAY BE NECESSARY TO ES-
TABLISH AND ADVANCE THE METRO-MIA14I ACTION PLAN
INCLUDING CHANGES IN LAW, POLICY, UTILIZATION OF
RESOURCES AND IN THE CUSTOMARY WAYS OF DOING
BUSINESS.
I•IHEREAS, the vital interests of the poor and the Black pop-
ulations in the prosperity of our community have not moved for-
ward at the same pace as the community as a whole; and
WHEREAS, it is critical to the continued growth and pros-
perity of our community that these disparities must be ended
because a community divided by ethnic and economic categories
cannot prosper; and
WHEREAS, the several local governments, private interests,
and community institutions all customarily address unmet needs
of these populations without the guidance of an overall community -
wide strategy and without an active coordination of effort; and
WHEREAS, tiie Mayors and Managers of Dade County and the
City of Miami, the Chairman and Superintendent of the School
Board, and the Chief Executives of the major institutions of
higher education, with the proper involvement of the persons
most affected, have agreed to lead this community toward a solu-
tion to this problem which has resulted in obstacles to the edu-
cation of children for the workplace, obstacles to economic de-
velopment of the community, obstacles to affordable housing,
and obstacles to achieving sensitivity in the criminal justice
system;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The City Commission hereby expresses its approval
and support of the development of the Metro -Miami Action Plan
during 1983.

Section 2. The leadership of the Black communities of Dade
County together with the elected and appointed officials of
government and all individuals and interests involved in the
private industry sector are respectfully urged to cooperate
wholeheartedlv in the identification of the high priority
issues; in the proposal of feasible solutions; and in the nego-
tiation of changes which may be necessary to establish and ad-
vance the Metro -Miami Action Plan including changes in the law,
policy, utilization of resources, and in the customary ways of
doing business.
PASSED AND ADOPTED this 9th day of June, 1983.
