N l l 0 6 U R F.S r IT IS RECOMMENDED THAT THE ATTACHED PROPOSED ORDINANCE AMENDING ORDINANCE NO. 6145 AS AMENDED BE ADOPTED, WHICH INCREASES ELEVATOR, ESCALATORS AND OTHER LIFTING APPARATUS FEES TO COVER OPERATIONAL COSTS. The City of Miami inspects elevator construction and conducts annual inspections through an Agreement with the State of Florida who is the controling authority by State Statute. Until now we have been limited as to the amount of fee that could be charged since we could not exceed the amount indicated in the State Statute. The State has now agreed to allow us to vary our fees to cover our actual operating costs through attached amendment to the original agreement. The revenue collected for elevator and other lifting apparatus construction and inspection for F.Y. 81-82 was approximately $107,500. To date for F.Y. 82-83, October 1, 1982 to February 28, 1983, the amount is approximately $36,400. which is approximately 20% below last fiscal year. The proposed increases of approximately 20% will generate a total yearly revenue of approximately $135,0001 based on current rate of construction. The following is provided to meet that request. Item 29 - Increases fees for search and reproduction of Department records for the public. The primary duty of personnel assigned to the records section is to maintain records of all building activity as mandated by State and County laws. These records are used daily by other City Departments such as Planning, Public Works, Planning and Zoning Boards Administration and the City Attorney. Opera- ting costs for this function in personnel and equipment is approximately $56,000 per year. The fee increase is intended to recoup the material costs and a portion of these employees' time that removes them from their primary duties and is a service to the general public. This increase will produce an estimated additional revenue of $2,500. Total projected annual revenue (including this increase) for search and reproduction of records is $16,000. Item 30 - Increases fees for inspection of elevators and other lifting devices. Until a recent change in State Statutes, fees for this service were controlled by the State of Florida. The recent change allows municipalities to increase fees to cover actual operating costs. With the approximately 20% increase in fees approved by this item, revenues for this service for fiscal year 83-84 is estimated to be $136,000. Three inspectors and a portion of Secretary II's salary including fringe benefit requires an operating cost of $120,000 adding administrative costs and a por- tion of permits and records personnel time to this function (approximately $16,000) brings the actual costs in line with the estimated annual revenue of $136,000. cc: Joseph A.
