TRUST AND AGENCY FUND ENTITLED: "SUMMLR YOUTH EMPI_,OYMENT PROGRAM - 1.983/CETA VI"; APPRO- PRIATING FUNDS FOR THE OPERATION OF SAID TRUST AND AGENCY FUND IN THE AMOUNT 01" $800,000; CONTAINING A REP1?7\LER PROVISION AND SEVERABILITY CLAUSE. l4HEREAS, the City Commission adopted Ordinance No. 871.9 oil October 26, 1977, establishing resources and appropriations for grant funds anticipated by the City of Miami, Florida, and for corresponding City matching funds; and WHEREAS, the City Commission adopted Resolution No. 83-1.94 on March 18, 1.983, authorizinq the City Manager to enter- into prof essional services contracts with Belafonte-Talcolcy and Youth Co-op, Inc. to provide compensation for the administration and operation of the CETA Title VI Summer Youth Employment Program (SYEP) by the two organizations; and WHEREAS, an estimated 805 participants will. be provided part. -time employment (25 hours/weeks) durinq the period of June 27, 1983 to August 12, 1983; and IdHEREAS, these participants will also be provided 25 hours of class- room training from June 20, 1983 to June 24, 1983; and WHEREAS, the South Florida Employment and Training Consortium has allocated a sum of $800,000 to the City of Miami to conduct the Summer Youth Employment Proqram - 1983; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. N .:I0SU Rf S C� =_ w -r It is recommended that the attached Ordinance be adopted to appropriate an $800,000 grant award O h for the 1983 Summer Youth Employment Program from the South Florida Employment and Training Consor- tium. W"�� This program will provide work experience for 805 economically disad- Ul m vantaged youth, 14-21. The period of funding is from April 11, 1983 to September 30, 1983, with the youth entering the program June 20th and terminating August 12th. Salaries for the youth will range from $3.35 to $3.85 per hour, with a total of 200 hours during the eight weeks. There are 128 worksites, including 45 from the City of Miami. The two subcontractors identified to provide direct services to the participants will be Youth Co -Op and Belafonte Tacolcy Center. In prior years, the SYEP has been a vital and integral link between the City of Miami and its constitutents. The program aids the City by providing high visibility in its efforts to better serve its citi- zens, by engaging youth in meaningful work experiences. This work experience program is to be a springboard which launches youth on a successful course in becoming productive members of society.
