WHEREAS, it is anticipated that the U. S. Department of
Housing and Urban Development will award to the City of Miami
a grant of $2,761,000 to provide a Community Development Jobs
Program and activities; and
WHERS AS, Federal guidelines require that Hinds be uged
as rapidly as possible; and
WHEREAS, the herein Emergency Ordinance is a proper
vehicle to appropriate the aforesaid $2,761,000 grant;
NOW, THEREFORE, BE IT ORDAINED BY THE' COKMIS)SION OF THE
CITY OF iMIAMI, FLORIDA:
Section 1. A Special Revenue Fund is hereby
established, entitled "Community Development Block Grant Jobs
Program", and $2,761,000 is hereby appropriated for the
execution of said Program.
Section 2. The herein appropriation of $2,761,000 from
the proceeds of a grant from the U.S. Department of Housing
and Urban Development for Community Development refers to
those publicly supported physical development activities and
those related social or economic development activities being
carried out within a reasonable period of time in accordance
with the final statement that will be submitted to the U.S.
Department of Housing and Urban Development.
Section 3. All ordinances or parts of ordinances in
conflict herewith, insofar as they are in conflict, are
hereby repealed.

clause, phrase, or word of this ordinance is declared
invalid, the remaining provisions of this ordinanc-, shall. not
be affected.
Sect i.on 5 . Th i-s or_d i n a n c e is hereby jeclared to be an
emergency measure on the grounds of urgent pub]. is need for
the preservation of peace, health, safety, and property of
the City of Miami and upon the further grounds of. the
necessity to iiiake the required and necessary payments to its
employees and officers, payment of its debts, necessary and
required Purchases :-)E goods and supplies, and to generally
carry on the functions and (Inties of municipal affairs.
Section 6. The requirement of reading this ordinance on
two separate dabs is hereby dispensed with by a vote of not
less than four -fifths of the members of the Commission.

ENCLOSURES.
It is recommended that the City Commission
approve the attached Emergency Ordinance
and Resolution establishing a Special Revenue
Fund; authorizing the City Manager to submit
a final statement to the U. S. Department of
Housing and Urban Development requesting funds
in the amount of $2,761,000 for the proposed
Community Development Block Grant Jobs Program
during 1983-84, and further authorizing the
City Manager, upon approval of said grant, to
accept same and negotiate the necessary
implementing contracts and agreements.
As the result.of enactment by Congress of the "Jobs Bill", the City of Miami
is eligible to receive an additional S2.7 million in CDBG funds.
To qualify for this special one-time grant, the City must submit to the U. S.
Department of Housing and Urban Development a detailed action plan prior to
July 1, 1983.
In order to meet legislative intent and subsequent. U. S. HUD regulations, the
funds must be used for labor intensive projects that address site improvement,
housing, and social needs.
It is proposed to utilize the funds in a portion of the Overtown Canmunity
Development Target Area bounded by N.W. 5th Street, N.W. 8th Street, N.W. 3rd
Avenue, and N.W. 7th Avenue. Proposed are a number of activities that will
result in an improved physical and social environment, as well as create
additional employment opportunities for Overtown residents. These activities
include:
- Acquisition of blighted properties
( including demolition and relocation)
- Rehabilitation of multi -family buildings
- Development of new housing resources for homeownership
- Development of new rental housing
- Job training
