SECTION 2804. EFFECT OF CITY COMMISSION APPROVAL OF FINAL APPLICATION. When the City Commission has approved an applica- tion for major land use special permit as sub- mitted, or has approved a final application with attached modifications, conditions, and safe- guards, the Official Zoning Atlas and the adopted comprehensive plan shall be appropriately changed, if necessary, to indicate that the development in the area involved is to be in accordance with the terms of the major use special permit. The LUI Sector numbers ordinarily range from lma in the"'.,;` outlying areas to high in the central city, the theory being that persons in the Central City are less apt to have or need an automobile and more likely to rely on the mass transit system -for their personal transportation. The LUI/parking requirement relationship stems from the time (1976-78) when 611 portents of the future favored mass rapid transportation systems: Phase 11 and III of Metrorail were active considerations; Federal funding was generous, gasoline prices were headed for $2 per gallon and Detroit could not build a cheap, fuel efficient automobile. Now, the situation is less optimistic: Federal funding for mass rapid transit is much more restrictive, there Is a gasoline - glut which is reducing gas prices and people are adjusting to paying relatively high prices for automobiles. As the Zoning Ordinance proceeded through various workshops, committee and public meetings the outlying areas particularly commercial strips (i.e. West Flanler, Coral Way, N.W. 7th Street) were assigned high sector numbers and correspondingly -lo wer parking requirements, even though the need for parking may not have changed.
