Section 1. The City Mannqer is hereby authorized to
engage the services of a consultant, in an amount not to
exceed $25,000, for the purpose of conducting a comprehensive
recreation needs assessment within the City for the
Department of Recreation with funds therefor hereby allocated
from the budgeted funds of said department.

The reorganization of the Recreation Department is being conducted in two
phases. As we are nearing the completion of phase one which addresses issues
pertinent to the reorganization of the Recreation Department, it is now
necessary to address phase two which addresses the deployment of the additional
funding appropriated by the City Commission.
One of the major requirements of phase two is comprehensive system wide activity
planning which will include a detailed community needs assessment. As a result
of a comprehensive recreation needs assessment, recreation activities will be
planned and scheduled on an annual basis with an emphasis on direct input from
the City's residents.
Research into the field of needs assessment has indicated that the most
objective and efficient means of conducting a needs assessment of this size is
to engage an outside consultant. Essentially, the consultant will perform the
following: (1) Develop a survey questionnaire, (2) Determine an appropriate
survey sample size, (3) Collect the -questionnaire data through telephone and
face-to-face interviews, (4) Analyze the data, and (5) Generate a final report.
A cost estimate for a full scale survey is approximately $25,000.
