HomeMy WebLinkAboutR-83-0537J-8 6-372 • RESOLUTION No. 83--5371 A RESOLUTION DESIGNATING PLANNING AND DESIGN SERVICES FOR THE REDEVELOPMENT OF MOORE PARK AS A CATEGORY B PROJECT, AND APPOINTING CARL KERN, DIRECTOR OF THE DEPARTMENT OF PARKS, AS CHAIRMAN OF THE COMPETITIVE SELECTION COMMITTEE, IN ACCORDANCE WITH ORDINANCE NO. 8965, ADOPTED JULY 23, 1979, WHICH ORDINANCE ESTABLISHED PROCEDURES FOR CONTRACTING SAID PROFESSIONAL SERVICES AND ALSO ESTABLISIED COMPETITIVE NEGOTIATION REQUIREMENTS WITH REGARD TO THE FUR14ISHING OF SUCH _ SERVICE. WHEREAS, the City proposes to develop Moore Park with funds applied for from the Urban Parks and Recreation Rehabilitation Program and matched with available Capitzl Improvement program funds; and WHEREAS, the City will be seeking the professional services of a qualified and an experienced Landscape Architectural consultant to provide complete professional design and construction administration services for this project;and WHEREAS, the City Manager recommends that the Moore Park Redevelopment Project be designated a Category B project in accord- ance with the provisions of Ordinance No. 8965, adopted July 23, 1979; and WHEREAS, the City Manager recommends that CARL KERN, Director of the Department of Parks, be appointed as the Chairman of the Competitive Selection Committee in accordance with the provisions of the said ordinance; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The planning and design services for the Re- development of Moore Park is hereby designated as a Category B project in accordance with the provisions of Ordinance No. 8965, adopted July 23, 1979, which ordinance established procedures for contracting for certain professional services and also established competitive negotiation requirements with regard to the furnishing of such services. Section 2. The City Commission hereby appoints CARL KERLJ, Director of the Department of Parks, as Chairman of the Competitive Selection Committee in accordance with the provisions of Ordinance No. 8965. The Parks Department has applied for a $699,900 grant from the Urban Park and Recreation Recovery Program to redevelop Moore Park. Monies are available in the Capital Improvement Fund to meet the $300,000 match requirement for this grant, One of the major criteria on which this application will be judged is the speed of its implementation. According to the NPS, funds will be available "only for grants for which: (1) obligations are entered into before October 1, 1983, (2) work will be in progress before January 1, 1984, and (3) all Federal funds will be outlaid before September 30, 1984." Failure to meet these time frames will be grounds for withdrawal of grant offers or termination of grants. The proposed resolution will designate this a Category "B" project, in conformance with Ordinance #8965, with myself acting as the head of the Selection Committee. Acquired in 1922, it has a tennis center with eleven courts, a recreation center, a comfort station, shuffleboard courts, a racquetball court, two ballfields, a concession stand, a maintenance building, a track encircling a football/soccer field, a daycare center, a boxing gym, and two parking lots. This proposal calls for the demolition of all buildings except _ the tennis and daycare centers and their replacement with a recreation complex which is conveniently located, and which allows for maximum levels of cost and energy efficiency. The buildings to be demolished were all constructed in 1949 and either suffer from extensive water and termite damage as in the case of the recreation center, comfort station and boxing gym, or suffer from the effects of neglect due to abandonment, as in the case of the maintenance building and concession stand. Additionally, the plan provides for the rehabilitation of the track and its accompanying field event facilities, the softball and tennis facilities, the playground and the irrigation and lighting systems. Some fencing will be replaced as will some site furniture and walkways. The site will also be re -graded to correct drainage problems. The City of Miami suffers from a high unemployment rate, 126% of the national rate in 1982, due to a massive influx of new residents in 1980 and to the recession. This project is planned to provide many of the kinds of jobs most needed by our chronically unemployed: unskilled and semi -skilled construction work. The City has shown its commitment to the economically disadvantaged and the chronically unemployed, of which the majority are Black or Latin. On December 9, 1982, the City Commission adopted Ordinance No. 9530 which provides for a 50% set -aside for minority contractors of the total dollar volume of contracts for the construction and operation of facilities financed by public funds. The City has received two UPARR construction grants in the past: $708,100 to help fund a $1,011,600 project to provide access for the physically disabled in 18 parks in 1979; and $719,330 to help fund a $1,027,786 project for the construction of Jose Marti Riverfront Park. Both of these projects will be completed this fiscal year. J I of recreation buildings and major swimming pool renovations, as well as ramps and accessible restrooms and water fountains. The Jose Marti project involves the construction of a major 9.7 acre in the Little Havana Community Development Target Area. A portion of this park was used to house Cuban refugees during the Mariel Boatlift in the spring of 1980. The completed park will include ballfields, racquetball, tennis and basketball courts, a heated swimming pool complex, a riverwalk, a cafe, a maiket plaza, and playground and picnic areas. In an effort to ensure the timely completion of the Moore Park - Redevelopment Project, a tight but quite realistic work schedule has been established which provides for the completion of the construction document phase by October 10, 1983 and for the initiation of construction by December 26, 1983. As per legis- lative requirements, the entire project will be complete by September 30, 1984. The City of Miami is looking forward to working with the Department -of Interior, National Park Service , on yet another major construction project which will not only benefit the park and its surrounding neighborhood, but the entire City through the provision of much needed jobs. 13 Page 2 of 2 83-S3i THE PROPOSAL COST ESTIMATE A. The Parks Department was notified in April of the availability of grant funds for park rehabilitation.through the Urban Park and Re- creation Recovery Program. The deadline for the submission of ap- plications is May 16, 1983. These funds were made available as a result of Public Law 98-8, Emergency Jobs Legislation, which also carries special provisions for the level of -unemployment withi the applicant's locality and for the speed with which the projec� can be implemented. The Department has originated a grant application for a $1,000,000 project to rehabilitate Moore Park whose service area includes portions of the Allapattah, Model City, Edison -Little River, and Wynwood areas. Matched with $300,000 in local Capital Improvement Funds, this $999,900 pro- ject will include the demolition and reconstruction of all buildings in the park except the Tennis and Daycare Centers, as well as many other facility and site improvements.
