CORPORATION IN THE PROPOSED AMOUNT OF $68,515, BASE BID PLUS ADDITIVE ITEMS A, B, AND C OF THE PROPOSAL, FOR ALLAPATTAH MINI PARK - DEVELOPMENT; WITH MONIES THEREFOR ALLOCATED FROM THE ACCOUNT ENTITLED "FEDERAL COMMUNITY DEVELOPMENT BLOCK GRANT" IN THE AMOUNT OF $68,515 TO COVER THE CONTRACT COST; ALLOCATING FROM SAID FUND THE AMOUNT OF $10,975 TO COVER THE COST OF PROJECT EXPENSE; ALLOCATING FROM SAID FUND THE AMOUNT OF $1,375 TO COVER THE COST OF SUCH ITEMS AS ADVERTISING, TESTING LABORATORIES, AND POSTAGE; AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH SAID FIRM WHEREAS, sealed bids were received May 24, 1983 for ALLAPATTAH MINI PARK- DEVELOPMENT; and WHEREAS, the City Manager reports that the bid of P.N.M. Corporation, for the base bid plus Additive Items A, B, and C of the proposal, is the lowest responsible bid, and recommends that a contract be awarded to said firm; and WHEREAS, monies are available for the proposed amount of the contract, project expense, and incidentals, from the "Federal Community Development Block Grant"; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, RLORIDA: Section 1. The May 24, 1983 bid of P.N.M. Corpora- tion, in the proposed amount of $68,515, for the project entitled ALLAPATTAH MINI PARK - DEVELOPMENT, for the base bid plus Additive Items A, B, and C of the proposal, based on lump sum prices, is hereby accepted at the price stated therein. Section 2. The amount of $68,515 is hereby allocated from the "Federal Community Development Block Grant" to cover the cost of said contract. The additional amount of $10,975 is hereby allocated from the aforesaid fund to cover the cost of project expense. Section 4. The additional amount of $1,375 is hereby allocated from the aforesaid fund to cover the cost of such incidental items as advertising, testing laboratories, and postage. Section 5. The City Manager is hereby authorized to enter into a contract on behalf of the City of Miami with P.N.M. Corpora- tion in the amount of $68,515; and authorizing the City Manager to enter into a contract on behalf of the City of Miami for ALLAPATTAH MINI PARK - DEVELOPMENT. Bids were received May 24, 1983 for constructing a park with a paved plaza, basketball court, playground, game tables, irrigation system, lighting, and planting. As reflected in the tabulation of bids, -the $68,515 bid of P.N.M. Corpora- tion is the lowest responsible bid for base bid plus Additive Items A, B, and C of the proposal. Funds have been allocated under the account entitled "Federal Community Development Block Grant" for the esti- mated amount of the contract, for project expense, and for such items as advertising, testing laboratories, and postage. Twenty-six contractors picked up plans and specifications; 5 contractors submitted bids. The project consists of: 1. The construction of a paved plaza complete with benches, game tables, and a drinking fountain 2. The construction of a basketball court 3. Construction of a playground complete with play equipment 4. The installation of fencing 5. The installation of an irrigation system 6. The installation of outdoor lighting 7. The installation of planting, including trees and grass The project is located on the east side of N. W. 21 Avenue at N. W. 19 Terrace. All bids shall be submitted in accordance with the Instructions to Bidders and Specifications. First set of plans and specifi- cations may be obtained free from the office of the Director, Department of Public Works, 275 N. W. 2 Street (4th floor), Miami, Florida, on or after May 5, 1983. Additional sets may be obtained for a $20 deposit each. Deposits will be refunded only upon return of plans and specs, unmarked and in good condition within two (2) weeks after the opening of the bids. Prospective bidders are alerted to the provisions of Ordinance No. 9530 regarding allocation of contracts to minority vendors. Those minority or target area contractors/small businesses interested in submitting bids are advised to contact Contractors Training and Development, Inc., 5800 N. Proposal includes the time of performance, and specifications contain provisions for liquidated damages for failure to complete the work on time. In addition to these measures, contractors and subcontractors will be required to comply with the provisions of Section 3 (Federal Regulations), which require all developers, contractors, and subcontractors to create feasible opportunities to employ and train residents in the area of the project; and give preference in subcontracting and purchasing of materials to businesses located in or owned in substantial part by persons residing in the area of the project. No bidder may withdraw his bid within 60 days after actual date of the opening thereof, unless modified in Division 2, Special Conditions of the specification.
