WHEREAS, Ordinance No. 73709 as amended, created the
Downtown Development Authority of the City of Miami and set
the boundaries -thereof upon which is levied an additional ad
valorem tax an all real and personal property not exceeding

1/2 mill on the dollar valuation of such property for the
purpose Of financing the said Authority and
WHEREAS, the city Commission has the lawful authority to
amend said boundaries bythe inclusion of additional

WHEREAS, the area of the City of Miami (commonly
referred to as the Brickell Area) bounded generally by the
Miami River,$ SoutheastandSouthwest 15th Road, Biscayne Bay
and the Metrorail Guideway, including Claughton Island, also
known as Burlingame Island, is physically and functionally
related to the area presently included within the boundaries
of the Downtown Development Authority; and

conflict herewith, insofar as they are in conflict, are
hereby repealed.
Section 3. If any section, part of section, paragraph,
clause, phrase, or word of this ordinance is declared
invalid, the remaining provisions of.this ordinance shall not
be affected.
Section 4. This ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for
the preservation of peace, health, safety, and property of
the City of Miami.
