After the meeting between Mr. Paul and Mayor Ferrer the Mayor
announced at the June 9, 1983 City Commission meeting that
Mr. Paul had stated that it was his intention to proceed with
constructing the World Trade Center Tower. To the best of my
knowledge, there has been no formal commitment to the City of
Miami by Dade Savings qr Westport of this intention.
On more than one occasion, I have expressed to you, my concern
that HUD's patience may not continue. it is very important to
the City that we be able to furnish to HUD some formal documenta-
tion that the project will proceed. The first regular City
Commission meeting in July is scheduled for July 18, 1983.
I have placed on this agenda, in the Committee of the Whole
portion, a presentation by yourself or Mr. Paul, to formalize
the intentions to proceed with construction. We should have,
however, a formal written commitment as companion to the verbal
presentation. I also feel that it is important that we receive
something in writing that states Dade Savings' or Westport's
acceptance of the amendment of the grant agreement.
As you are aware, the provisions of the lease under Article 10
require the City's approval for any transfer of ownership or
development rights. I do not perceive that the City will object.
It is, however, necessary that this procedure be 901611alized.
