A RESOLUTION ACCEPTING THE BID OF SOUTHERN
C014STRUCTION INTER14ATIO14AL CORP. IN THE
PROPOSED AMOUNT OF $37,074.00 BASE BID
PLUS ADDITIVE ALTERNATE A OF THE PROPOSAL,
FOR UPARR - HANDICAPPED ACCESS IMPROVEMENTS -
PACKAGE "D"; WITH 110NIES THEREFOR ALLOCATED
FROM THE "PARK REIiABILITATION FOR THOSE
14ITH SPECIAL NEEDS" ACCOU14T IN THE AMOUNT
OF $37,074.00 TO COVER THE CONTRACT COST;
ALLOCATING FROM SAID FUND THE AMOUNT OF
$3,708.00 TO COVER THE COST OF PROJECT
EXPENSE; ALLOCATING FROM SAID FUND THE
AMOUNT OF $740.00 TO COVER THE COST OF
SUCH ITEMS AS ADVERTISING, TESTING
LABORATORIES, AND POSTAGE; AND AUTIIORIZI14G
THE CITY MANAGER TO EXECUTE A CONTRACT
WITH SAID FIRM
WHEREAS, sealed bids were received June 24, 1983
for UPARR - HANDICAPPED ACCESS IMPROVEMENTS - PACKAGE "D";
and
WHEREAS, the City Manager and the Director of the
Department of Public Works recommend that the bid received
from Southern Construction International Corp. be accepted as
the lowest responsible and responsive bid;
WHEREAS, the Capital Improvements Appropriation
Ordinance No. 9534, as amended, was adopted on December 9,
1982, and monies are available for the proposed amount of
the contract, project expense, and incidentals from the
account entitled "Park Rehabilitation for Those With Special
Needs", as set forth under Section IX, Item B,i,13, of said
ordinance;
NOW, THERFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The June 24, 1983 bid of Southern
Construction International Corp., in the proposed amount of
$37,074.00, for the project entitled UPARR - HANDICAPPED ACCESS
IMPROVEMENTS - PACKAGE "D", for the base bid plus Additive
Alternate A of the proposal based on lump sum prices, is
hereby accepted at the price stated therein.

Section 2. The amount of $37,074.00 is hereby allocated
from the account entitled "Park Rehabilitation for Those With
Special Needs", to cover the cost of said contract.
Section 3. The addition amount of $3,708.00 is hereby
allocated from the aforesaid fund to cover the cost of project
expense,
Section 4. The additional amount of $740.00 is hereby
allocated from the aforesaid fund to cover the cost os such
incidental items as advertising, testing laboratories, and
postage.
Section 5. The City Manager is hereby authorized to
enter into a contract on behalf of the City of Miami with
Southern Construction International Corp. for UPARR -
HANDICAPPED ACCESS IMPROVEMENTS - PACKAGE "D", base bid plus
Additive Alternate A of the proposal.

adoption of the resolution accepting the
bid received June 24, 1983 of Southern
Construction International Corp. in the
amount of $37,074.00; and authorizing the
City Manager to enter into a contract on
behalf of the City of Miami for UPARR -
HANDICAPPED ACCESS IMPROVEMENTS - PACKAGE
"D" .
Bids were received June 24, 1983 for making various improve-
ments in order to aid the handicapped, at Grapeland Heights
Park - 1550 N.W. 37 Avenue;Roberto Clemente Park - N.W. 34 St.
& N.W. 1 Avenue, -Sewell Park - N.W. 17 Avenue & N.W. South River
Drive Allapattah-Comstock Park-N.W. 17 Avenue & N.W. 28 Street.
As reflected in the tabulation of bids, the $37,074.00 bid of
Southern Construction International Corp.- is the lowest responsible bid
for the base bid of the proposal plus Additive Alternate A.
Funds have been allocated under the "Park Rehabilitation For
Those With Special Needs" account for the estimated amount of
the contract, for project expense, and for such items as
advertising, testing laboratories, and postage.
Twenty-two contractors picked up plans and specifications;
5 contractors submitted bids. The engineer's estimate was
$75,000.00.

A. SPECIFICATIONS:
I. ATTENTION IS DIRECTED TO DIVISION 2, SPECIAL PROVISIONS 2.04, WHICH
PERTAINS TO EACH PARK SITE:
2.04 - SITE INSPECTION
THE CONTRACTOR SHALL EXAMINE THE SITE OF THE WORK,
INFORM HIMSELF IN REGARD TO ALL CONDITIONS PERTAINING
TO THE PLACE WHERE THE WORK IS TO BE DONE, AND FULLY
SATISFY HIMSELF RELATIVE TO THE WORK TO BE PERFORMED
PRIOR TO SUBMITTING HIS BID.

will be received by the City Manager and the City Clerk'ael2:66"'p4M.
on the 24 of JUNE 1933 in the City Clerk's office;_
first floor of the Miami City Hall, 3500 Pan American Drive, Dinner
Key, Miami, Florida 33133, at which time and place they will be
publicly opened and read.
This Project consists of improvements at Grapeland, Sewell, Allaoattah-
Comstock and Roberto Clemente Parks as follows:
(i) Demolition, Earthwork, Grading and Sodding
(ii) Concrete and Masonry Ilork
(iii) Asphalt patching and paving
(iv) The installation of plumbing fixtures and accessories
(v) The installation of drinking fountains

Sewell Park: - N.W. 17 Avenue and N.W. North River Drive

All bids shall be submitted in accordance with the Instructions to Bidders
and Specifications. First set of plans and specifications may be obtained
free from the office of the Director, Department of Public Works,
275 N.W. 2 Street (4th floor), Miami, Florida, or on after May 5, 1983.
Additional sets may be obtained for a $20 deposit each. Deposits will
be refunded only upon return of plans and specs, unmarked and in good
condition within two (2) weeks after the opening of the bids.
Prospective bidders are alerted to the provisions of Ordinance No. 9530
regarding allocation of contracts to minority vendors. Those minority
or target area contractors/small businesses interested in submitting
bids are advised to contact Contractors Training and Development, Inc.,
5800 N.W. 7 Avenue, Suite 212, telephone (305) 754-4903, if they require
assistance in preparing their bid packages. For further information,
call Terence Griffin at 579-3420.
Proposal includes the time of performance, and specifications contain
provisions for liquidated.damages for failure to complete the work
on time.
The City Commission reserves the right to waive any informality in any bid,
and the City Manager may reject any and all bids and readvertise.
