A RESOLUTION RATIFYING AND APPROVING THE ACTION
TAKEN BY THE CITY MANAGER IN ENTERING INTO AN
AMENDATORY AGREEMENT WITH THE STATE OF FLORIDA
EXTENDING THE ENTRANT ASSISTANCE PROGRAM - 1982/83
UNTIL JUNE 10, 1983; FURTHER RATIFYING AND
APPROVING THE ACTION TAKEN BY THE CITY MANAGER
IN ENTERING INTO A NEW AGREEMENT WITH THE STATE
OF FLORIDA FOR THE ENTRANT ASSISTANCE PROGRAM -
1982/83 FOR THE PERIOD JUNE 11, 1983 THROUGH
JUNE 30, 1983; FURTHER RATIFYING AND APPROVING
THE ACTION TAKEN BY THE CITY MANAGER IN ENTERING
INTO A NEW AGREEMENT WITH THE STATE OF FLORIDA
FOR THE ENTRANT ASSISTANCE PROGRAM - 1983/84 FOR
THE PERIOD JULY 1, 1983 THROUGH JUNE 30, 1984;
AND FURTHER RATIFYING AND APPROVING THE ACTION
TAKEN BY THE CITY MANAGER IN ENTERING INTO
AMENDATORY AGREEMENTS WITH ACTION COMMUNITY
CENTER, INC. COVERING THE SAME AFOREMENTIONED
PERIODS.
WHEREAS, on June 17, 1982, the City of Miami entered into a
contract with the State of Florida: Department of Health and
Rehabilitative Services, to provide certain social services to
entrants as authorized by Resolution No. 82-505, adopted by the
City Commission on June 17, 1982; and
WHEREAS, the City of Miami entered into a social service contract
with Action Community Center, Inc. to provide transportation services
to entrants on October 1, 1982, pursuant to the aforementioned
Resolution; and
WHEREAS, both of these contracts end on May 31, 1983; and
WHEREAS, the State of Florida and the City of Miami agreed to
operate the Entrant Assistance Program through June 10, 1983 without
additional State funding; and
WHEREAS, the City Commission passed on first reading an ordinance
on July 18, 1983 appropriating an additional $18,257 to be received
from the State of Florida to operate the program from June 11, 1983
through June 30, 1983; and
WHEREAS, the State of Florida required these contract modifica-
tions so that the contract period for the Entrant Assistance Program
will conform to the State's fiscal year which begins on July land

WHEREAS, the City Commission passed on First reading an ordinance
on July 18, 1983 appropriating $675, 380 to operate the Entrant
Assistance Program from July 1, 1983 through June 30, 1984;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The action taken by the City Manager in entering
into an amendatory agreement with the State of Florida: Department of
Health and Rehabilitative Services to extend the Entrant Assistance
Program - 1982/83 until June 10, 1983; entering into a new agreement
for the period June 11, 1983 through June 30, 1983; and entering into
a new agreement for the period July 1, 1983 through June 30, 1984 for
the provision of entrant and refugee assistance services is hereby
ratified and approved.
Section 2. The action taken by the City Manager in entering into
amendatory agreements covering the same aforementioned periods, with
Action Community Center, Inc. to provide transportation services to
entrants and refugees is hereby ratified and approved.

"It is recommended that the City Commission
ratify and approve the action taken by the
City Manager in entering into agreements
with the State of Florida and Action
Community Center, Inc. which, 1) amended
the existing contract with the State of
Florida to extend the grant period to June 10,
1983, with no increase in funding; 2) provided
funding for the period June 11, 1983, through
June 30, 1983, in the amount of $18,257 of
which $2,112 was allocated for Action Community
Center, Inc., and, 3) provided funding for
the period July 1, 1983, through June 30, 1984
in the amount of $675,380 of which $67,883
was allocated to Action Community Center, Inc."
The aforementioned agreements covering certain time periods during
June 1983 were necessary to bring the City's contracts with the State
of Florida and Action Community Center, Inc. into agreement with
Florida's fiscal year which begins July 1.
The Entrant Assistance Program began operation in June of 1981 with
a $315,054 annual grant award from the State of Florida. In June of
1982, this program was refunded for $379,571. An additional award
of $18,257 was granted to carry the program through June 30, 1983.
A successful negotiation with the State resulted in an award of
$675,380 to cover the period July 1, 1983, through June 30, 1984.
This increase in funding provides $220,000 for serving Haitian entrants
through a subcontract and three additional staff positions.
On many occasions, the State of Florida has praised the program for
the excellent results it has had in placing Cuban entrants into jobs.
The State has now asked us to achieve the same results for the Haitian
population and refugees.
Two appropriation ordinances and a ratifying resolution are included
on the July 18 Commission agenda as companion items.
