RESOLUTION AUTHORIZING THE CITY MANAGER TO AMEND THE MEMORANDUM OF AGREEI�,IFNT (RESOLU- TION NO. 83-218) BETWEEN THE CITY AND THE DOWNTOWN DEVELOPMENT AUTHORITY FOR PROVIDING TECHNICAL SUPPORT SERVICES FOR THE IMPLEMEN- TATION OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT PLAN; SAID CONTRAC- TUAL AMENDMENT NOT TO EXCEED $10,000, WITH FUNDS THEREFORE ALLOCATED FROM SOUTHEAST OVERTOWN/PARK WEST REDEVELOPMENT PROJECT ADMINISTRATION TRUST AND AGENCY FUND. WHEREAS, the City Commission has approved the Southeast Overtown/Park West Community Redevelopment Plan (Resolution No. 82-755); and WHEREAS, the City of Miami and the Downtown Development Authority (DDA) have consummated a Memorandum of Agreement for Park West Redevelopment on September 8, 1981, which delineates services that the City will contract with the DDA to provide for project implementation; and WHEREAS, the City Commission approved a Memorandum of Agree- ment between the City and the Downtown Development Authoritv (DDA) on March 18, 1983, (Resolution No. 83-218) for the provision of technical support services by the DDA for implementation of the SoutheastOvertown/Park West Community Redevelopment Pro- gram; and WHEREAS, additional technical support assistance is required for the preparation of the Development of Regional Impact State- ment (DRI), which entails extensive work beyond the scope of services delineated in the original agreement; and WHEREAS, the Downtown Development Authority has the exper- tise tomost expeditiously direct the preparation of the traffic and transportation element of the Development of Regional Impact Statement; CITY COMMISSION MEETII'JC OF J U L IS 1983(_ �RESDL-ji-..i 83- 65 1FEIIA';rth; 1 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to amend the Support Services Memorandum of Agreement dated March 30, 1983 by expanding the scope of services to include an additional $10,000 for the preparation of the Development of Regional Impact Statement for the Southeast Overtown Park West Community Redevelopment Project with funds therefore hereby allocated from Southeast Overtown/Park West Redevelop- ment Project Administration Trust and Agency Fund. Section 2. The City Manager shall have authority to modify said agreement within limitations established by the project budget. PASSED AND ADOPTED this 18th day of July , 1983. Maurice A. June 30, 1983 FILE: SUBJECT: Amendment to Support Services Memorandum of Agreement between the City and the Downtown REFERENCES: Development Authority ENCLOSURES: ( 2 ) It is recommended that the City Commission approve the attached resolution authorizing the City Manager to amend the approved Memorandum of Agreement (Resolution 83-218) with the Downtown Development Authority (DDA) in the amount of an additional $10,000 for technical support services for the Southeast Overtown/Park West Community Redevelopment Project. The Miami City Commission, on March 18, 1983, approved the Memo- randum of Agreement between the City and the Downtown Development Authority (DDA) for technical support services for the Southeast Overtown/Park West Community Redevelopment Project (Resolution No. 83-218). This $35,000 Agreement allocated only $2,500 from an extensive work program for providing assistance in the prepara- tion of the Development of Regional Impact Statement (DRI). The Southeast Overtown/Park West Project Office has subsequently init- iated the preparation of the DRI and it has been determined that neither the City nor County (note attachment) has the available staff to prepare the section of the DRI concerning traffic and transportation. The South Florida Regional Planning Council staff, in our preapplication meetings, has continually stressed the importance of carefully evaluating the impact of the redevelopment program on traffic within the central core area and has indicated that this will be a major criteria in their evaluation of the project. The Downtown Development Authority has a traffic planner who will be able, with the assistance of a consultant, to expediously prepare this portion of the DRI. The additional $10,000 in funding will be utilized by the DDA to hire a consultant to assist their staff in the preparation of the document, for the proposed Septem- ber 6, 1983 submission date. Based on our careful evaluation, we believe this will be the most cost effective means for obtaining this crucial information. Box 330708 Miami, FL 33233-0708 Re: Overtown/Park West Project Dear Mr. Bailey: Reference is made to your letter of May 31, 1983 concerning our assistance on the subject project, by preparing the portion of the D.R.I. statement relating to existing and projected traffic generations. As you mentioned in your letter, we have had major personnel cuts in our traffic planning staff. We will be glad to provide assistance to you in reviewing the traffic portion of the D.R.I. statement, however, we recommend that you hire a consultant to prepare it. The traffic portion is about 25% of a D.R.I. statement and it requires many hundreds of man hours to prepare such a study.
