A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ENTER INTO AN AGREEMENT WITH THE NATIONAL
CENTER FOR MUNICIPAL DEVELOPMENT, INC. TO
CONTINUE REPRESENTATION OF THE CITY OF MIAMI
IN WASHINGTON, D. C. BY MR. MARK ISRAEL, AS
PART OF THE MAN IN WASHINGTON PROGRAM; FURTHER
AUTHORIZING THE PAYMENT OF $18,000 AS A FEE
FOR SAID SERVICES, PAYABLE IN 12 EQUAL MONTHLY
INSTALLMENTS; FURTHER AUTHORIZING AN ADDITIONAL
SUM NOT TO EXCEED $4,000 FOR REIMBURSEMENT OF
OUT-OF-POCKET DISBURSEMENTS; WITH FUNDS THERE-
FOR ALLOCATED FROM SPECIAL PROGRAMS AND ACCOUNTS,
SPECIAL SERVICES, LIAISON, MAN IN WASHINGTON
PROGRAM, CODE NO. 920207-270.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to enter into
an agreement with the National Center for Municipal Development, Inc.
to continue representation of the City of Miami in Washington, D. C.
by Mr. Mark Israel as part of the Man in Washington Program.
Section 2. The sum of $18,000 as a fee for said services, payable
in 12 equal monthly installments, is hereby approved and an additional
sum not to exceed $4,000 for reimbursement of reasonable out-of-
pocket disbursements is hereby approved with funds therefor hereby
allocated from Special Programs and Accounts, Special Services,
Liaison, Man in Washington Program, Ccde No. 920207-270.

AGREEMENT
THIS AGREEMENT made and entered into this day of
between THE CITY OF MIAMI, a municipal corporation of the State of Florida and
THE NATIONAL CENTER FOR MUNICIPAL DEVELOPMENT, INC.
WITNESSETH:
In consideration of the premises and mutual covenants hereinafter contained,
the parties hereto agree:
I. OBLIGATIONS OF THE NATIONAL CENTER FOR MUNICIPAL DEVELOPMENT, INC.
A. The National Center for Municipal Development, Inc. will assign a member
of its staff to act as a Washington Assistant to the City of Miami in Washington, D.C.
B. The National Center for Municipal Development, Inc will provide supervision
of the Washington Assistant as desired by the City and proportionate to the level of
service specified in paragraph 2, subparagraphs A and B below: the National Center
for Municipal Development, Inc., will furnish requisite office space, utilities,
furnishings and equipment, secretarial services, common -use office supplies and
services, general administrative support and consultation with the urban research
staff and access to those ongoing research activities and studies of the National
Center for Municipal Development, Inc., the National League of Cities and the U. S.
Conference of Mayors required by the Washington Assistant and the City of Miami in
the performance of his prescribed functions under this agreement.
C. The Washington Assistant will confer with the Mayor and such other City
personnel as the Mayor may designate at the times and places mutually agreed to by
the Mayor and the Washington Assistant on all organizational planning and program
activity which has a bearing on the ability of the City to make the best use of
Federal aid programs.
D. The Washington Assistant will review Federal executive proposals, legis-
lation under consideration, proposed and adopted administrative rules and regulations
and other Washington developments for the purpose of advising the City on his own
initiative of those items which may have a bearing on City policy or programs.
E. The Washington Assistant will secure and furnish such detailed information
as may be available on Federal programs in which the City indicates an interest.
F. The Washington Assistant will review and comment on proposals of the City
which are being prepared for submission to Federal agencies when requested to do
so by the Mayor.
G. The Washington Assistant will maintain liaison with the City's Congressional
delegation and will assist the delegation in any matter which the City determines
to be in its best interest in the same manner as any other member of the City's
administrative staff might render assistance.
H. The Washington Assistant will counsel with the City regarding appearances
by City personnel before Congressional Committees and administrative agencies and
will arrange for appointments and accommodations for City personnel as necessary.
I. The Washington Assistant will contact Federal agencies on the City's behalf
when City applications are under consideration by such agencies and otherwise take
whatever steps appear to him to be required to obtain the most favorable consideration
of such applications.
J. In fulfilling his responsibilities under this agreement, the Washington
Assistant will act in the name of the City of Miami and with the title of Washington
Assistant to the Mayor.

K. The National Center for Municipal Development, Inc. will not directly or
indirectly participate in or intervene in any political campaign on behalf of or
in opposition to any candidate for public office.
L. The National Center for Municipal Development, Inc. will not take a position
on pending legislation nor attempt to influence legislation by propaganda or other-
wise.
M. The National Center for Municipal Development, Inc. will submit to the City
of Miami, each month, a written report explaining activities undertaken on behalf
of the City for which payment is requested.
2. OBLIGATIONS OF THE CITY OF MIAMI
A. The City of Miami will contract with the National Center for Municipal
Development, Inc., Washington, D.C. for a period of one year.
B. The contract will be $18,0 G0 payable in advance in equal monthly instal-
ments of $1,500.
Payments will be made by the City upon receipt of a monthly invoice from
the National Center for Municipal Development, Inc. Each invoice will be accompanied
by a written report prepared by the National Center for Municipal Development, Inc.
explaining activities undertaken on behalf of the City for which payment is requested.
C. The City will supply the National Center for Municipal Development, Inc.
of names of persons other than the Mayor authorized to request service by the
Washington Assistant and the person or persons to be kept advised by the Assistant.
D. The City will supply a summary of all Federal programs in which the City is
participating and advise the National Center for Municipal Development, Inc. of any
new applications filed together with pertinent details as to the substance of such
applications.
E. The City will supply the Washington Assistant with copies of budgets, plan-
ning documents and regular reports of the Mayor and departments, Council agenda and
proceedings, newspapers and other materials which will assist the representative in
keeping himself current on City policies and programs.
F. The City will reimburse the National Center for Municipal Development, Inc.
for: (1) all travel expenses incurred pursuant to paragraph 1, subparagraph C;
(2) all travel expenses for attendance at any other conferences attended by the
Washington Assistant outside of Washington, D.C. at the request of the City; said
reimbursement not to exceed the sum of $4,000.
G. All long distance telephone expenses will be borne by the City. The Mayor
will determine policy concerning telephone usage.
3. THE CITY OF MIA14I AND THE NATIONAL CENTER FOR MUNICIPAL DEVELOPMENT, INC.CONCUR
THAT THE FOLLOWING EXCLUSIONS SHALL APPLY TO THIS AGREEMENT
The Washington Assistant assigned by the National Center for Municipal Develop-
ment, Inc. to the City of Miami:
A. Will not represent the interest of local constituents of the City in pursuit
of Federal business.
S. Will not represent the City before Congressional Committees or in any judi-
cial or quasi-judicial hearing conducted by hearing boards or examiners of Federal
agencies, boards or'commission.
C. Will not perform any legal, engineering, accounting or other similar pro-
fessional services.
D. Will not represent a position which clearly and directly conflict with the
national policies of the National League of Cities and the U. S. Conference of Mayor;

THIS AGREEMENT shall take effect the lst day of -uy, 1983.
It may be terminated or renegotiated by ci.ther party at any time
by giving the other at least 60 days notice in writing of such
intent to terminate or renegotiate.

Mark Israel, Washington Representative
Cable Television - Extensive staff support to Miami's cable officer in trying
to block extremely unfavorable federal legislation.
Economic Development - Extensive counseling with staff of Miami Capitol, the
Office of Economic Development, the Office of Trade Promotion on strategies
and opportunities for federal funding. Weekly written reports on legislative
and administrative developments. Numerous telephone conversations interpreting
the written material.
Urban Finance - Advised the budget office on the precise amounts of federal funds
coming to the city and 99 the progress of Revenue Sharing re-enactment.
Handicapped - Advised the coordinator for the handicapped of federal legislative
developments.
Emergency Food and Shelter - Provided detailed information on the new programs.
Public Safety - Liaison with Congressional staff to help pass a bill to reimburse
Miami for extraordinary police costs caused by foreign visitors. Reported on
new legislation providing grants for public safety.
International Trade - Liaison with State Department on African Trade prospects.
Analysis on Caribbean Initiative•Legislation.

The annual agreement between the City of Miami and the National
Center for Municipal Development, Inc. provides the City with
representation and assistance in Washington, D. C. on Federal
programs.
The attached agreement and resolution provide for continuing
representation of the City's interests by Mark Israel at an
annual fee of $18,000, plus $4,000 for out of pocket disburse-
ments.
Also attached is a report of activities prepared by Mark Israel
which provides an accurate presentation of his involvement in
issues of importance to the City.
