HomeMy WebLinkAboutR-83-06386 11 I-83-582 rr RESOLUTION N0. -- A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE A REQUEST FOR PROPOSALS FOR THE DEPOSIT OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS RECEIVED PURSUANT TO A LUMP -SUM DRAW -DOWN AGREEMENT FOR CITY USE OF ALLOCATED REHABILITATION FUNDS. WHEREAS, on July 9, 1981, the City Commission approved an agreement with Dade Savings and Loan Association for the use of Community Development Funds in the Residential Rehahilitation Program by Resolution No. 81-609; and WHEREAS, said agreement provided for a two year term expiring in 1983; and WHEREAS, the City is continuing to promote the rehabilitation of housing in the City of Miami through the use of Community Development Block Grant Funds; NOW, THEREFORE, BE IT RESOLVED BY THE C014MISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to distribute and advertise Requests For Proposals seeking proposals from qualified financial institutions to act as a depository for Community Development Block Grant funds received pursuant to a lump -sum draw -down agreement for City use of allocated rehabilitation funds. Community Development Lump - Sum Deposit Request for Proposal REFERENCES: City Commission Agenda Item July 18, 1983 ENCLOSURES: It is recommended that the City Commission approve the attached Resolution authorizing the City Manager to advertise a Request for Proposals for the deposit of Community Deve opmert Block Grant Funds received pursuant to a lump -sum draw -down for City use of allocated rehabilitation funds. In 1981, the Commission approved a lump -sum draw -down of Community Development funds for the Residential Rehabilitation Program. This draw -down enabled the City to enter into a leveraging agreement with Dade Savings and Loan Association to provide additional funds for the rehabilitation program. This agreement was for a two year period ending October, 1983. 74 families have been assisted through this leveraging agreement. The City has provided $439,347 to these families. This has leveraged an additional $385,640 from Dade Savings and Loan Association. As the interest rate charged by Dade Savings has dropped from 18% to the current 15.5%, the amount provided by Dade Savings has increased. In order for City residents to continue to receive the benefits of such a leveraging agreement, it is necessary to advertise for Proposals for a new agreement. This is required by City Charter provisions covering the deposit of City funds. The attached Request for Proposals is based on the current program and agreement between ttie=ty and Dade Savings and Loan Association. When proposals are received they will be evaluated and recommendations will be forwarded to the Commission for approval. The United States Department of Housing and Urban Development must also concur with any agreement entered into by the City. The specific amount of funds that can be committed to the lump -sum draw -down is dependent on the amount of funds -that the Department of Housing and Urban Development will release for such use. 83i-63&
