A RESOLUTION CONFIRMING ORDERING
RESOLUTION N0. 83-306 AND AUTHORIZING
THE CITY CLERK TO ADVERTISE FOR
SEALED BIDS FOR THE CONSTRUCTION OF
ALLAPATTAH INDUSTRIAL AREA HIGHWAY
IMPROVEMENT - PHASE I IN ALLAPATTAH
INDUSTRIAL AREA HIGHWAY IMPROVEMENT
DISTRICT - PHASE I, H-4485
WHEREAS, at the City Commission meeting of April 6,
1983, Resolution No. 83-306 was passed which ordered a highway
improvement identified as ALLAPATTAH INDUSTRIAL AREA HIGHWAY
IMPROVEMENT - PHASE I in ALLAPATTAH INDUSTRIAL AREA HIGHWAY
IMPROVEMENT DISTRICT - PHASE I, H-4485; and
WHEREAS, pursuant to due public notice a public
hearing was held before the City Commission on July 18, 1983,
as to any objections to the confirmation of Resolution No. 83-306,
which resolution ordered ALLAPATTAH INDUSTRIAL AREA HIGHWAY
IMPROVEMENT - PHASE I in ALLAPATTAH INDUSTRIAL AREA HIGHWAY
IMPROVEMENT DISTRICT - PHASE I, H-4485; and
WHEREAS, no objections to the confirmation of said
highway improvement were sustained by the Commission, it is
therefore in order for the Commission to confirm said ordering
resolution and authorize the City Clerk to advertise for sealed
bids for the construction of said improvement;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. Resolution No. 83-306 dated April 6, 1983,
which ordered ALLAPATTAH INDUSTRIAL AREA HIGHWAY IMPROVEMENT -
PHASE I in ALLAPATTAH INDUSTRIAL AREA HIGHWAY IMPROVEMENT DISTRICT -
PHASE I, H-4485 is hereby confirmed.

hereby, authorized to advertise for sealed bids for the
construction of ALLAPATTAH INDUSTRIAL AREA HIGHWAY IMPROVEMENT -
PHASE I in ALLAPATTAH INDUSTRIAL AREA HIGHWAY IMPROVEMENT
DISTRICT - PHASE I, H-4485.

PERTINENT INFORPIATION
ALLAPATTAH INDUSTRIAL AREA HIGHWAY IMPROVEMENT -PHASE I H-4485
A. The condition of the streets to be improved in this industrial
zoned area of Allapattah has deteriorated. Parkways are in
poor condition due to extensive on -street parking, pavement is
out of grade or off -center and drainage problems are extensive,
B. The Association Del Distrito Comercial E Industrial De Las
Americas contacted and met with City officials and staff
expressing their desire to have the streets and parking conditions
in the Allapattah industrial area improved in an expeditious
manner.
C. The City of Miami Off -Street Parking Authority has agreed to
provide $500 per new on -street parking space, up to a maximum
of $200,000 for parking improvements in the Allapattah industrial
area,
D. The proposed improvements will include clearing and grading,
construction of new asphaltic pavement, concrete sidewalk, storm
drainage facilities, concrete curbs and/or gutters and landscaping.
E. Allapattah Industrial Area Hi�hway Improvement - Phase I is
included in the City of Miami s 1982-88 Capital Improvement Program.
ACTION TO BE TAKEN
1. A local improvement designated as ALLAPATTAH INDUSTRIAL AREA
HIGHWAY IMPROVEMENT - PHASE I, H-4485 shall be made under Section
56 of the Charter of the City of Miami, as amended, located in
the area bounded by N.W. 20 Street on the south, N.W. 21 Terrace
on the north, N.W. 17 Avenue on the east and N.W. 27 Avenue on the
west.
2. This improvement shall be designated in all proceedings and
assessments as ALLAPATTAH INDUSTRIAL AREA HIGHWAY IMPROVEMENT -
PHASE I H-4485, and the property against which special assessments
shall be made for a portion of the cost thereof, hereunder shall be
designated as ALLAPATTAH INDUSTRIAL AREA HIGHWAY IMPROVEMENT
DISTRICT - PHASE I H-4485.

The Department of Public Works recommends
adoption of a resolution confirming Ordering
Resolution No. 83-306 and authorizing the
City Clerk to advertise for sealed bids for
ALLAPATTAH INDUSTRIAL AREA HIGHWAY IMPROVEMENT -
PHASE I in ALLAPATTAH INDUSTRIAL AREA HIGHWAY
IMPROVEMENT DISTRICT - PHASE I, H-4485.
ALLAPATTAH INDUSTRIAL AREA HIGHWAY IMPROVEMENT - PHASE I, H-4485, was
ordered by the City Commission on April 6, 1983. It is now in order
to confirm the ordering resolution and to authorize advertising for
bids.
A public hearing will be held by the City Commission at their meeting
of July 18, 1983. At that time the Commission will hear objections
to the confirmation of the ordering resolution, No. 83-306.
This improvement is being proposed as an assessable improvement under
Section 56 of the Charter of the City of Miami. This district is
bounded by N.W. 20 Street, N.W. 21 Terrace, N.W. 17 Avenue and N.W.
27 Avenue.
The overall condition of the streets to be improved in this area have
deteriorated. Side Parkways are in poor condition due to extensive
on -street parking, pavement is out of grade and/or off -center and
drainage problems are extensive.
Some sanitary sewer replacement will be necessary before construction
can begin on ALLAPATTAH INDUSTRIAL AREA HIGHWAY IMPROVEMENT - PHASE I.
The sanitary sewer project, entitled CITY WIDE SANITARY SEWER IMPROVE-
MENT - ALLAPATTAH INDUSTRIAL AREA, B-5497, is also scheduled to be
confirmed at the July 18, 1983 Commission meeting.
All of these problems will be corrected by ALLAPATTAH INDUSTRIAL AREA
HIGHWAY IMPROVEMENT - PHASE I, H-4485. The proposed construction will
include asphaltic pavement, concrete sidewalk, concrete curbs and/or
gutters, storm drainage and landscaping.

The Association Del Distrito Comercial E Industrial De Las Americas
contacted and met with City officials and staff expressing their
desire to have the streets and parking conditions in the Allapattah
Industrial Area improved in an expeditious manner. The Off -Street
Parking Authority has agreed to provide $500 per new paved, on -street
parking space up to a maximum of $200,000 for parking improvements
in the area.
ALLAPATTAH INDUSTRIAL AREA HIGHWAY IMPROVEMENT - PHASE I, H-4485 is
included in the City of Miami's 1982-1988 Capital Improvement Program.
The construction of this improvement will be funded by Highway and
Storm Sewer General Obligation Bond Funds.
This improvement shall be designated in all proceedings and assessments
as ALLAPATTAH INDUSTRIAL AREA HIGHWAY IMPROVEMENT - PHASE I, H-4485 and
the property against which special assessments shall be made for a
portion of the cost thereof, shall be designated as ALLAPATTAH INDUSTRIAL
AREA HIGHWAY IMPROVEMENT DISTRICT - PHASE I, H-4485.
