RESOLUTION NO.
A RESOLUTION ALLOCATING ADDITIONAL FUNDING,
NOT TO EXCEED $10,000 FROM SPECIAL PROGRAMS
AND ACCOUNTS, CONTINGENT FUND TO COVER
NECESSARY EXPENSES INCURRED BY THE OVERTOWN
BLUE RIBBON COMMITTEE, APPROVED BY THE CITY
MANAGER.
WHEREAS, by Resolution 83-65 passed and adopted on January 13,
1983, the City Commission formalized Motions 83-1, 83-2, and 83-3,
thereby establishing the Overtown Blue Ribbon Committee, and
allocating funding not to exceed $10,000 to cover necessary ex-
penses incurred by the Committee and approved by the City Manager,
and
WHEREAS, the Overtown Blue Ribbon Committee has, through its
two Subcommittees on Environmental Considerations and Police Policies,
Practices and Procedures, conducted extensive investigations to de-
termine the causes and issues underlying the Overtown Civil Distur-
bances; and
WHEREAS, some additional investigations remain to be carried
out and final reports are to be prepared;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Additional funding, not to exceed $10,000 is here-
by allocated from Special Programs and Accounts, Contingent Fund,
to cover necessary expenses, including the preparation of final
reports, incurred by the Overtown Blue Ribbon Committee and approved
by the City Manager.

Since its inception in January, the Overtown Blue Ribbon CommattL
has, through its two Subcommittees on Environmental ConsiderRicffs
and Police Policies, Practices and Procedures, conducted extensive
investigations to determine the causes and issues underlying the
Overtown civil disturbances. In order to complete their investiga-
tions and coimmence preparation of the final reports, additional
funding is needed to cover anticipated costs associated with tran-
scriptions, the use of a professional writer or writers, printing,
and related expenses.
At their first meeting on January 20, 1983, the Overtown Blue Ribbon
Committee appointed a Steering Committee, which set forth various
recommendations including the establishment of two subcommittees:
Police Policies, Practices and Procedures and Environmental Considera-
tions.
The Police Policies, Practices and Procedures Subcommittee, chaired
by Dr. Adam Herber•%., Dean of the School of Public Affairs at Florida
International University, with Richard Gerstein, Esquire as Vice Chair-
person, established the following guidelines for their investigation:
1. The focus and scope of this analysis will not be
specifically limited to recent police activities
in Overtown, because those events may have been
reflective of a broader set of systemic conditions,
as well as administrative policies and procedures
which demand community attention and possibly
modifications by either the Police Department and/or
City Administration. The Subcommittee's analysis

will therefore be focused on overall practices
within the Police Department and the City, and
on steps which might be taken to correct those
practices as well as conditions.
2. Four broad areas for initial analysis were identified:
a. Administrative Practices
b. Hiring, Promotion, and Retention Policies
c. Training and Testing
d. Police Community Relations
3. Senior Police officials from other communities around
the country, which have innovative law enforcement
programs and large minority populations, and/or experts
highly knowledgeable in the area, should be invited to
provide input on the aforementioned topics and to share
their experiences with the Committee.
In pursuit of these goals, the Subcommittee has been the "host" and
also held discussions with different groups and individuals as indi-
cated on the accompanying documents. Their last presentation is
scheduled for June 29, after which they will be meeting on July 8 to
determine how public input may best be acquired and to formulate the
final issues of their report.
The Environmental Considerations Subcommittee, chaired by Kelsey Dorsett,
with Rabbi Haskell Bernat serving as Vice Chairperson, identified five
topics under which to carry out their investigations: Housing, Youth
Related Issues, Economic Opportunities, Education, and Support Systems.
With their last scheduled presentation held on June 16, they moved into
the public input phase of their activities and on June 23, hosted a
meeting at which the major community -based organizations identified
issues of concern under their original five topics. This generated some
concerns which may require further investigations; however, the
Subcommittee is scheduled to convene on -July 14 to determine additional
vehicles for public input and the framework for their report.
Along with this memorandum is a schedule of the Committee's meetings
and the topics, which were or are to be discussed. Under separate
cover, copies of the transcriptions completed from the topics, which
are made at each presentation, and other documents generated by the
Committee's activities are being transmitted to you for your information
and distribution to the Mayor and members of the City Commission.

Overtown Blue Ribbon Committee EN::LO�IURFS
As outlined in our request for funding which is scheduled to be
considered at the City Commission Meeting of July 18, 1983, monies
in addition to those being requested will be needed to cover the cost
of the two professional writers to be assigned to the Subcommittees
of the Overtown Blue Ribbon Committee. Because the format. and extent
of the final report has not been finalized, specific costs cannot be
determined, but this additional amount should not exceed $10,000.
In order to allow work on the report to p.r uceed, ii: would greatly
facilitate the Overtown Blue Ribbon C01tunittPe if the following issues
could be addressed in conjunction N, .ith Ttem 76:
a) Allocation of an additional $10,000 to cover the cost of
hiring professional writers for the Overtown Blue Ribbon
Committee Report
b) Authorization for the City Manager to execute related
agreements and bring them before the City Commission
for ratification at the July 28 meeting as necessary.
