RESOLUTION NO. �}►:r �s.-13 A RESOLUTION ALLOCATING $275,000 OF COMMUNITY DEVELOPMENT JOBS PROGRAM FUNDS PREVIOUSLY APPROPRIATED 13Y ORDINANCE NO. 9631, ADOPTED JUNE y, 1983, TO THE RISCAYNE-WYNWOOD CHAMBER OF COMMERCE FOR THE T[ME PERIOD COMMENCING OCrOBER 1, 1983 AND ENDING SEPTEMBER 30, 1984; FURTHER AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH SAID AGENCY SUBSTANTIALLY IN ACCORDANCE WITH THE PROPOSAL SUBMITTED BY SAID AGENCY. WHEREAS, on June 9, 1983 the City Commission adopted Resolution No. 83-468, thereby authorizing the City Manager to submit: a grant application to the U.S. Department of Housing and Urban Development for the proposed Community Development Jobs program during 1983-84; and WHEREAS, funds have previously been appropriated by Ordinance No. 9631, adopted June 9, 1983; and WHEREAS, the City Commission adopted Motion No. 83-467 thereby allocating $400,000 of Jobs Program funds to the Little Havana target area and $275,000 of said funds to the Wynwood target area; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. $275,000 of Community Development Block Grant funds, previously appropriated by Ordinance No. 9631, are hereby allocated as specified below: AGENCY/PROJECT AMOUNT Biscayne-Wynwood Chamber of Commerce $275,000 Section 2. The City Manager is hereby authorized to enter into agreement with the above agency in the amount specified herein, in accordance with the proposal submitted by said agency for the Wynwood target area. REFERENCES Agenda Item for July 18, 1983 City Commission Meeting ENCLOSURES. It is recommended that the City Commission adopt the attached Resolution allocating $675,000 of Community Development .Inhs Program funds to four (4) neighborhood - based agencies in the Little Havana and Wynwood target areas. We are recommending that the City Commission adopt the attached Resolution at its July 18, 1983 meeting. On June 9, 1983, the City Commission adopted Resolution No. 83-468 which approved the City's Community Development Jobs Program application to the U.S. Department of Housing and Urban Development for $2,761,000. The Com- mission adopted Ordinance No. 9631 which appropriated these funds. Also, at the June 9th meeting, the Commission authorized the Manager, through Motion No. 83-467, to allocate the $2,761,000 among seven (7) com- munity development target areas and City-wide activities. This motion re- commended $400,000 for the Little Havana target area and $275,000 for the Wynwood target area. In accordance with the goals of the Jobs Bill Program, the Commission mandated that activities undertaken with these funds result in employment opportunities.and provide for physical improvement of the target areas where possible. Therefore, we recommend the following allocations: Inter -American Chamber of Commerce - Job training and placement program for hotel services for Little Havana residents. An estimated 60 jobs would be created. On the job training and placement would be in area hotels. No stipends are paid through this project. Little Havana Activities Center - Job training and employment program which will provide for minor repairs and security to residential structure in the Little Havana area. Priority will be given to elderly low-income persons. 20 to 25 jobs will be created through the project. $133,334 $133,333 83-633' .. • 0 Memo to: Howard V. Gary City Manager Small Business Opportunity Center - -2- Job training and employment program which will provide for painting and minor repairs to commercial buildings in the Little Havana area. 20-25 jobs will be created through the project. Biscayne-Wynwood Chamber of Commerce - Job training and employment program to provide painting and minor repairs to commercial and residential buildings in the Wynwood area. Approximately 90 jobs will be created. July 1, 1983 $133,333 $275,000 Execution of contracts with these agencies will be conditioned on negotiation of a detailed work program and the agencies fulfilling all requirements for contracting with the City of Miami. It will be necessary to return to the Commission with additional recommendations if an agency cannot fulfill the requirements. If contract requirements are fulfilled, we recommend that con- tracts with these agencies be executed on October 1, 1983. An additional proposal for the Little Havana area was received from Senior Centers of Dade County, for construction of a swimming pool, a volunteer training program and a home delivered meals program. Sufficient funds are not available from the Little Havana allocation to fund these projects. Therefore, no funds are recommended. OS:mb 83-633,
