A RESOLUTION APP70VIMG THE MOST
QUALIFIED CONSULTING FIRMS TO
PROVIDE PROFESSIONAL SERVICES
FOR THE RENOVATION OF MOORE PARK:
AUTHORIZING THE CITY MANAGER TO
UNDERTAKE NEGOTIATIONS WITH THE
MOST QUALIFIED FIRMS, TO ARRIVE
AT A CONTRACT WHICH IS FAIR,
COMPETITIVE, AND REASONABLE,
AND DIRECTING THE CITY MANAGER
TO PRESENT THE NEGOTIATED AGREE-
MENT TO THE COMMISSION FOR RATI-
FICATION AND APPROVAL BY THE COM-
MISSION.
WHEREAS, the U.S. Department of the Interior, through the
National Park Service, Urban Park and Recreation Recovery Action
Program, has approved a grant application for funds in the amount
of $699,900 for the Moore Park Redevelopment Project; and
WHEREAS, by Resolution No. 83-514,passed and adopted on
June 9, 1983, the City Commission committed $300,000 in Capital
Improvement Program Funds to meet the 30/70 local/federal match-
ing funds requirement of the aforementioned grant program; and
WHEREAS, a resolution authorizing the City Manager to accept
the grant funds and execute an agreement with the U.S. Department
of the Interior, National Park Service to implement this project
is pending approval by the City Commission at the July 18, 1983
Commission Meeting; and
WHEREAS, by Resolution No. 83-537, passed and adopted on
June 15, 1983, the City Commission approved the designation of
Moore Park Redevelopment as a Category "B" project and appointed
Carl Kern, Director of the Department of Parks as Chairman of the
Competitive Selection Committee; and
WHEREAS, the Consultant Selection Committee solicited ex-
pressions of interest from qualified consultants, evaluated the
qualifications of those firms who responded to its inquiry, and
then selected the firms most qualified to provide professional
landscape architectural, architectural and engineering services
for the Redevelopment of Moore Park, all in accordance with the

State of Florida's Consultant Competitive Negotiations Act, en-
acted by the legislature of Florida July 1, 1973, and by the
City of Miami Ordinance No. 8965, July 23, 1979.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIA11I , FLORIDA:
Section 1. The City Commission hereby approves the recom-
mendation by the Consultant Selection Committee of the following
firms as the most qualified to provide professional landscape archi-
tectural, architectural and engineering services for the design and
construction of the redevelopment of Moore Park as listed in ranked
order:
(a) Firm No. 1: O'Leary, Shafer-Cosio, P.A.
(b) Firm No. 2: Albert R. Perez Associates, P.A.
(c) Firm No. 3: Post, Buckley, Schuh & Jernigan, Inc.
Section 2. The City Commission hereby authorizes the City
Manager to negotiate and enter into a professional services contract
on behalf of the City of Miami with the firm ranked first in order
in Section 1 hereinabove. In the event that the Citv Manager cannot
negotiate an agreement which, in his opinion, is fair, competitive
and reasonable with the firm ranked first in order, then he is here-
by authorized to terminate such negotiation and to proceed to nego-
tiate with the second most qualified firm. In the event that he
fails to negotiate a satisfactory agreement with the second firm,
then he is authorized to undertake negotiations with the third most
qualified firm.
Section 3. The City Manager is directed to present the City
Commission with the negotiated agreement at the earliest scheduled
meeting of the City Commission immediately following the negotiation

Moore Park Redevelopment be approved
in ranked order, and the City Mana-
ger and/or his representative be
authorized to enter into negotiations
with said firms in their respective
ranked order."
On Friday, July 15, 1983, an approved Consultant Selection Committee
met to select a firm to work on the Moore Park Redevelopment Project,
financed through the U.S. Department of the Interior, National Park
Service, Urban Parks and Recreation Recovery Action Program matched
with funds from the Capital Improvement Program.
The major elements to be considered on this project include:
a. The demolition and replacement of abandoned maintenance
and concession buildings, and the boxing, restroom and
recreation buildings.
b. The rehabilitation of tennis and racquetball courts, the
track and the softball fields.
C. Rehabilitation of the playground and equipment replacement.
d. Rehabilitation of irrigation and lighting systems.
e. Replacement of site furniture and fencing
f. Related site work, such as grading to correct drainage
problems and replacement of walkways.

Project - Consultant Selection
Procedures
Pursuant to Resolution #83-537, passed and adopted by the
City Commission on June 13, 1983, which designated the
renovation and development of Moore Park as a Category "B"
Project, proposals were solicited from qualified consult-
ants.
On July 13 the Consultant Selection Committee appointed by
the City Manager reviewed the eleven proposals received,
and subsequently held presentations on July 15 and 16 to
establish a list of those most qualified to provide profes-
sional landscape architectural, architectural and engineering
services to the City. The following, listed in ranked order
of recommendation, are the names of those firms which made
presentations to the Consultant Selection Committee:
